Background The City recently gained approval for a partitioning and Site Development Review of the subject property (MLP 9-54 and SDR 29-84) As a condition of the approval for SDR 29-84 a Sensitive Lands, application was required because the proposed site plan will necessitate. Some fill within the Fanno Creek flood plain. 3. Vicinity_ Information The property is located on the westside of; Hal]: Blvd,. and south of Fanno Creeks All the adjacent properties west of the street are also ,. zoned. CBb and are partially developed. The land east of Hall Blvdi is a' zoned I-L (Light industrial). 4. Site 1nfotmation, and Proposal: Description The property is currently vacant and the Fanno Creek ..100 year flood plain includes the extreme southern portion of the parcel. The City proposes to construct a civic center that will include a police i. office, city administrative off ices; and a library. A small portion of library and two Areas where land is to be regraded to a higher elevation will be within the flood plain. A memo from the City Engineer is attached. No other comments have been received. B. ANALYSIS AND CONCLUSIONS Section 18.84.040 of the Code states that the following criteria must be satisfied befote Sensitive Lands application may be approved- li 1.
