KEY FACTS AND INFORMATION SUMMARY
Goal 3 of Tigard City Council's Goals and Priorities for 2017-19 is to "Make Downtown
Tigard a Place Where People Want to Be," with the sub-goal to "Focus on identifying and
acquiring property and developing the Downtown Plaza." The City Center Urban Renewal
Plan has a goal to "develop urban spaces that will provide active and passive recreational
opportunities for pedestrians and attract residents and visitors to downtown."
At its May 16, 2017 meeting, the Town Center Development Agency Board directed staff to
pursue larger plaza options in addition to the planned smaller downtown public spaces. This
larger plaza could provide a venue for larger events and feature citywide amenities like a
splash pad.
Staff identified the 1.18-acre TCDA-owned "Miller property" on Burnham Street as a
potential plaza site. The site is currently leased by Ferguson Plumbing (which has the right to
renew its lease through July 2024.) Staff has been in contact with representatives of Ferguson
corporate headquarters and is working to relocate the business prior to the expiration of the
lease.
On February 20, staff shared the Universal Plaza concept with the Board of the TCDA.
"Universal" refers to the plaza design incorporating amenities that are usable by people of all
ages, abilities, ethnic and racial backgrounds, and its embodiment of elemental features of our
universe. The concept features four distinct "paths" with design elements based on the four
traditional elements of earth, air, fire and water. Plaza features will include interpretive
artwork and installations on natural ecosystems with data, art, history and stories that will
make the plaza an educational destination for schoolchildren and summer camp visits. The
plaza could also accommodate musical or other events that seat up to 900 people and a
farmers market or fair with 80 booths.
Since the February meeting, ReSolve has updated the design concept,by integrating the
design with the Fanno Creek re-meander project. Urban strategist Michele Reeves wrote a
memo reviewing the plaza concept (attached) and will attend the September 4 TCDA Board
meeting. The memo reviews past plaza considerations and notes that downtown Tigard has
improved markedly since 2011, and has more of the conditions present to make a large plaza
successful: more people living downtown, pedestrian amenities, and regular downtown events.
The concept design, (particularly the splash pad),will make the plaza a destination.
Programming (farmers markets, movies and music in the park, etc.) that attract visitors will be
crucial for its success. Main Street businesses, particularly food and drinking establishments
will benefit from the increased visitors to downtown. The plaza would also make Burnham
Street even more attractive for residential and mixed-use development.
The Town Center Advisory Commission, the Tigard Area Farmer's Market and the Tigard
Downtown Affiance reviewed the concept and provided preliminary input. Staff and the
ReSolve Architects also got feedback from the public at the August 15 Concert in the Park at
Cook Park. Feedback will also be obtained from the Park and Recreation Board.
Subsequent work will include refining the concept and cost estimates, and final design and
engineering. The project will be funded from City Center Urban Renewal District tax
increment, and the $1.3 million commitment from the parks bond. Staff will also investigate
grant funding.
OTHER ALTERNATIVES
The Board could recommend that the Council revise the plaza sub-goal as currently drafted.

might perform from the perspective of economic impact on the downtown for both real
estate owners and business owners.

PAST PLAZA CONSIDERATIONS
In 2011, the City of Tigard was considering the acquisition of a site for a downtown plaza
and wanted to foster a discussion on what generally makes plazas and public spaces suc-
cessful, as well as consider specific pros and cons for various sites in downtown at that
time, including the site currently being studied at 9110 SW Burnham St.
Previous Study Conclusions

The plaza site review from 2011 , contained general con-

clusions for developing successful plazas, which we will
refer back to as a lens for evaluating the existing project.
Additionally, the report discussed the current Ferguson
Enterprises site as a potential location for a plaza, also -#t
described on the following page. .„
General Plaza Observations � �
Activation is the key for successful public places of all
types and should be considered at all stages of site
selection and throughout design. 2011 Report on Plazas for Tigard
Because plazas and squares are often large, hard-
scaped areas without a lot of grade change, it is very easy for them to feel empty and
lifeless. The ability to keep a plaza or square activated is paramount to its avoiding
failure.
The elements that influence success include the following:
• Framing. A plaza and park must be well framed with "walls" that are formed by
a dense concentration of buildings, landscape, and active ground floor uses.
Without appropriate walls, plazas are prone to feeling vacant and blank.
• Size. It takes a lot of people for a plaza to feel active! The authors from A Pat-
tern Language: Towns, Buildings, Construction observe that public space that
has less than one person per 300 square feet begins to feel lifeless.
• Design. Breaking space up, creating "rooms", building focal points, and allowing
for grade change and visual articulation all contribute to creating a place where
people want to spend time.
• Programming and Activation. Having fountains, play areas, kiosks, events and
markets in the plaza is critical to maintaining a consistently high level of activity,
especially in areas that do not feature heavy levels of pedestrian traffic.

Prior Site Observations
The current site location on SW Burn-
ham St was on the list of proposed
locations for a park in 2011 . At the
time, the recently improved Burnham
St was traveling through what was pri- €'
marily an industrial district to the south
of Tigard's retail Main Street.
SW Burnham St was noted in the .m
report as a prime spot for the next
wave of development that happens
in downtown Tigard because of its Ferguson Enterprises Inc at 9110 SW Burnham St
proximity to so much green space in
the form of Fanno Creek Park to the west.
The subject property, Ferguson's plumbing and building supply company, is pictured
above from the report. The site was an approximately 51,000 SF lot with a ware-
house, and it provided access to the Fanno Creek Park and the trail along the west
edge of the lot.
This site's advantages and disadvantages in 2011 were listed below:

In 2011, the city was focusing efforts on creating a green street environment on Main
St, there were no residential projects slated for SW Burnham St, and there was a na-

The current concept for a plaza at 9110 SW Burnham St is shown in greater detail below,
playing off the four elements of air, water, earth and fire. It has a tree canopy, a tool sharing
pavilion, a water feature, sculpture and interactive artistic elements, and new vehicle ac-
cess and parking along the south edge of the lot.

• SW Corridor Light Rail. Plans to connect Tigard to the region's MAX light rail
system are underway, with a stop planned to service downtown Tigard. Light rail
may catalyze more residential development in downtown, similar to Beaverton
and Hillsboro.

Present Plaza Design
The lens that was used in the 2011 report to look at plaza design success will be used
to observe the characteristics of the current design. The four elements are: framing,
size, design, and activation.
Framing. The playa is currently framed by SW Burnham St to the east, and Fanno
Creek Park to the west. It is not immediately adjacent to the vibrancy of Main St.
To the north, the park is bordered by Steven's Marine, a new and used boat busi-
ness. To the south, it is bordered by B & B Print Source, an industrial printing com-
pany. Other than the connection to the park, the current physical adjacencies that
frame the park are not going to drive or generate foot traffic, meaning this would
have to become a "destination plaza" that works to drive its own traffic.
Size & Design. One of the challenges with plazas is that they can feel deserted
without an appropriate amount of people to populate them. This design breaks up
the space into essentially two large rooms, shown below. The canopy court fea-
tures a grid of trees, and an elemental maze. The main plaza would host a water
feature, sculptures, interactive exhibits, and inscriptions. The courtyard with green-
ery is about 9,025 SF and the main pla7a is about 23,750 SF. On the latter, using
the rule of thumb from A Pattern Language, the space would need roughly 79 peo-
ple to feel full, an amount programming and water features could realistically draw
to the space. Additionally, the main pla7a acting partially as an outdoor museum
with interactive elements would help it to appear active and comfortable for visitors
even when there are fewer than 79 people in the plaza.

Activation. This plaza, with today's neighboring business programs, would not
launch in a place with active edges, which will require the plaza to draw its own traf-
fic. The fact that it has a water feature is key. Water elements that allow for easy
entertainment with smaller children can keep a plaza fully activated from late spring
through to early fall all on their own. Additionally, this plaza design could facilitate
liveliness by offering everything from educational opportunities to events to becom-
ing the home of the farmer's market, so long as there is organizational capacity to
manage and direct this event planning.
The proposal to have a tool exchange on the site is an interesting way to attempt to
bring activation without having a for-profit entity on public land, but this use doesn't
necessarily dovetail with the recreational, contemplative, and community elements
of a plaza/park space. For instance, if a parent is bringing their kids to frolic in a
water feature, they don't necessarily want a bunch of adult contractors/construction
enthusiasts nearby swapping tools, which is a very different use. Light food and
beverage uses are the most common complimentary uses for plazas and parks, fol-
lowed by uses such as retail, entertainment, and recreation.
CONCLUSIONS
There are many reasons why it makes sense to create a downtown plaza at this time,
including the fact that downtown has the public/private capacity to populate, manage and
leverage a plaza right now, which it didn't in 2011.
If a plaza is located on SW Burnham St, as is cur-
rently proposed, it will take the combined efforts of
all stakeholders to make it successful, using it as an
amenity to drive traffic downtown, and as a feature
to lure further development along Burnham

Timing New Businesses Since 2011
Downtown Tigard's execution on a great pedestrian experience for Main Street shoppers
has excelled since 2011 due to many factors, including the completion of green street proj-
ects, public art projects, and over 20 facade improvement projects. The downtown has
successfully uplifted its great existing businesses and attracted new local offerings over the
past 7 years.

Economics
A plaza could have a positive impact on downtown in two
different ways. First, it would help draw visitors to down-
town for curated events and a water feature; and, second, �, is - •
it would help cement SW Burnham St as a desirable place ter
for future new mixed-use construction.

Business Owner Perspective , u r i'
In the short-term, a plaza on Burnham is not going toik
draw people away from Main St. For the most part, "'
people on Main St won't even know it's there. So,
I wouldn't worry about it drawing energy away from
Main St.
Instead, the plaza will draw regulars to the water fea-
ture, and one-off visitors for various kinds of events and
activities, such as school trips. So it will be up to the businesses to tailor their specials,
promotions, and menu items to the event calendar at the plaza. For example, if Star
Wars was showing at a movie night at the plaza, a bar could offer a $2 specialty drink
to anyone in a Star Wars costume that night!
In the early phases of a plaza, the businesses that will generally benefit the most are
food-based businesses, so restaurants of varying types will want to aggressively co-
ordinate with activities at the playa. It can especially help downtown by bringing more
evening focused events.
Other businesses can benefit from this increased traffic as well, especially in terms of
exposure and offers/specials that may entice people back. Remember, it is everyone's
job in downtown to lure people to the downtown, and then it is each individual busi-
ness' job to figure out how to sell to these various groups.
A second way in which a plaza could benefit downtown businesses owners is by en-
couraging pedestrian circulation between Main St and the plaza by creating a fantasti-
cally lit gorgeous little loop that runs between the two along the creek and Burnham St.
Property Owner Perspective
In general, public sector improvements that raise the profile of downtown's brand and
that draw traffic to a community are beneficial to private sector property owners be-
cause they increase the value of property over time.

Additionally, this is a great way to signal to property developers that the City of Tigard is
serious about wanting to attract more mixed-use residential construction to Burnham.
When the City makes this type of investment, the private sector feels more justified put-
ting money into new projects that will further populate downtown.
This particular pla7a type, in terms of style and scale, is exactly the sort of downtown
public space that is small, nimble, and flexible enough to fit in to a district that currently
has residential, industrial, retail, office, and park uses. These types of districts are very
appealing and economically successful as they are home to amenities, restaurants,
jobs, and housing all in one tight place — the very definition of a small town downtown
not that long ago!
In light of that idea of blending the existing uses with new uses, an area for exploration
after plaza construction would be collaborating with the owners adjacent to the park in
ways that help them to leverage the plaza for their economic success. For instance,
both the print shop and the marine store could keep their existing, long-time Tigard
businesses in these locations, while carving out a few higher-rent retail/restaurant spac-
es that would front along the park. If done right, those sorts of spaces could generate
passive revenue for these owners from space that is currently more back-of-house.

Final Thought
If a park design were executed correctly, and if it were appropriately managed and actively
curated, a plaza on SW Burnham St could become a successful driver of new traffic to
downtown. It's important to remember though, in the short-term, a playa in this location will
be a destination that would be most beneficial economically to Main St restaurants, and
serving as a catalyst for new mixed-use projects near the park. As downtown expands
and interconnects, the plaza would transition to becoming a neighborhood amenity, serv-
ing the residents, employees and visitors who choose to live, work, and play downtown.
