Welcome and introductions,including two newly appointed members, Taylor Sarman and Lauren Rowles. 2. Review of draft minutes from April 18 and May 7,2018. The committee unanimously adopted the meeting minutes,with a correction that Cathy Olson was present at the April 18, 2018 meeting. 3. Recap of the City Council's July 10,2018 decision to appoint two new members to the CCE: Lauren Rowles and Taylor Sarman. Staff Liaison Rudy Owens gave an overview of the recruitment process and how the committee is representative of the community. He provided an overview of the City Council's appointment of two new committee members,Lauren Rowles and Taylor Sarman. Both introduced themselves to the committee. Further discussion of work plan from strategic planning session held on May 7, 2018. The committee combined their discussions of agenda items No. 4 and 5. Notes are located under item No. 5. 5. Discussion of Council proposals for activities and putting them into the CCE's work plan. The group had a general discussion of priorities they wished to prioritize in their draft strategic plan. There was a general sharing of ideas of activities: having a booth to meet with the public,having a poll,gathering information from residents. One member wanted one big success by December they could share with the City Council. The group also discussed possibly going to community events like farmers markets. They also discussed forming smaller working groups. The group wanted to know if they could do any engagement in the Tigard Public Library. There was a general discussion how the group might fulfill the City Council's suggestions for assisting that body get feedback from residents about the city and city priorities and budget issues. Some members thought the CCE should focus solely on the council's request to focus on city budget issues and what residents thought about ongoing budget reductions. The members disagreed how the group should fulfill the council's requests. The group discussed different actions it could take. There was a consensus in the group for the group to take action on a project now,with a priority on taking action, not just to continue planning. As an exercise, the group was asked to place three votes each on priorities in the planning table the group developed at its May 2018 strategic planning meeting. The top vote getters from the planning matrix were: • Engage with non-city groups • Increase civics among residents • Committee presence at events • Theme nights for meetings • Attend city meetings,being engaged ourselves • Identify departments with community engagement challenges One member was concerned that the group would not be focusing strategically on the group's mission from the bylaws (providing oversight, accountability and policy direction on program design for citywide community engagement activities). Owens said he would create a shared document where the group could mark down which of the priorities it wanted to focus on individually or in small groups. 6. Sharing of information from CCE members. Lyons talked about social media discussions and his efforts to share comment on the city's social media pages like Facebook that corrected misinformation. Sarman mentioned two community events organized by Just Compassion on July 21 and 28 to help out at the newly opened homeless day center on Hall Boulevard. Ramaekers mentioned the Emergency Preparedness Fair taking place on July 20. Specht said she continued to talk to residents about engagement issue and said the biggest problem is citizens'level of trust with all forms of government. She also mentioned residents are still concerned about traffic in Tigard as their top issue. 7. Adjourn.
