RE: Change of Use for Administration Building
13137 SW Pacific Highway
Dear Mark,
The purpose of this letter is to follow up on our site visit at the vacated administration
building at 13137 SW Pacific Highway. We understand that a potential tenant is
interested in using the building as a mixed-use teen center and day-care. Based on our
observations and the current building code, the State of Oregon Structural Specialty
Code (OSSC), 1998 edition, we have identified some of the major issues that need
attention in order for this to occur. This is not a complete review in any means, but it will
give you a starting point with which you can give to your party to determine whether it
will be feasible to pursue.
Field Observations:
The building was initially constructed as a school that appears to be more than 50 years
old and is of Type V-N construction (wood frame, non-fire-rated). The last use was
administrative offices for the School District. The original building has a very old
modular building attached to the west side of it. The administrative offices were
classified as Group B Occupancies. The proposed occupancies would be a Group E,
Division 1 (teen center), and a Group E, Division 3 (day-care). Because of the nature of
use of the proposed occupancies, the code requirements are much more stringent than
an office use. Based on this and our inspection on January 10, 2001, the following
items will need to be addressed in order to begin the plan review process for the change
of use.

1. Because of the technical nature of this change of use, the plans shall be prepared
and designed by an engineer or architect licensed by the state to practice as such.
OSSC Section 106.3.2.
2. The building square footage is unknown at this time. It was indicated that it was
approximately 17,000 square feet. The basic allowable area for this type of use and
construction type is 9,100 square feet. There are allowable area increases for yards
and sprinkler systems that could increase this area. The licensed architect or
engineer that would be required to design this by OSSC Section 106.3.2 could
determine this.
3. Because of the age and the new occupancy classification, an engineer licensed to
practice in the State of Oregon shall perform a complete structural analysis. OSSC
Section 3403 and 3405.
4. The entire building shall be provided with an automatic sprinkler system in
accordance with OSSC Section 904.2.4.
5. One-hour corridors shall be provided in accordance with OSSC Section 1004.3.4.3,
and all openings shall comply with 1004.3.4.2 through 1004.3.4.4.
6. The entire building shall be made accessible in accordance with OSSC Chapter 11.
This would include parking spaces, access and egress to and from the building,
drinking fountains, restrooms, telephones, doors, ramps, and other features
requiring accessibility.
7. The building is currently provided with a boiler/radiator heating system. This will not
satisfy the ventilation requirements of OSSC Chapter 12. If a new mechanical
system is installed, the system and the building shall also meet the provisions of
OSSC chapter 13, Energy Conservation.
8. There will be numerous exiting provisions for E Occupancies that we are unable to
determine without performing a comprehensive plan review. Some of the issues are
the requirements for panic hardware, exit width, travel through intervening rooms,
exit signs, exit illumination, backup power for exit illuminations, etc.
9. All exterior and interior stairways shall meet the provisions of OSSC Section
1003.3.3.1 through 1003.3.3.7 for rise and run and handrail/guardrails

this use. You may contact them at the City offices for further information.

This is not a complete review of this project. It is only to inform you of some of the major
issues that will need to be addressed in order for you to proceed. Other code issues
may arise from any subsequent plan review if you choose to continue with the change
of use. If you wish to pursue this matter further, we will be glad to meet with you when
