Gary/Albert,
This is a summary of my inspection of the tree protection fencing for compliance with the approved urban forestry plan
for the Fields Apartments project:
• The tree protection fencing was in the process of being installed.
• The proposed fence location was staked and we adjusted the stakes as needed to provide protection at or
beyond the requirements of the approved urban forestry plan.
• In certain locations where the fence was had already been installed,we staked areas where additional tree
protection fencing was needed to provide additional protection.The trees that required additional protection
fencing were as follows:
o Tree 507
o Tree 514
o Tree 579
o Tree 637
o Tree 663
o Tree 743
o Tree 759
• Note that tree 435 (originally to be retained) may need to be removed since it is leaning against adjacent trees
approved for removal. I collected information and photographs of this tree in the case that it is removed as part
of the upcoming tree removal operations.
• Finally, my understanding is that the City has approved the 4' orange plastic fence that is currently being
installed.
Based on my site visit today,the tree protection fence installation will be in compliance with the approved tree
protection plan and City of Tigard tree protection standards.

Matt, upon reviewing your applications and plans for the above permits for The Fields Apartments we note that most of
the Conditions of Approval for the underlying Land Use Case, PDR2017-00004 remain Not Met. I have highlighted on the
attached list the conditions that must be met before either a site permit or a building permit can be issued. Accordingly,
I have classified the SIT permit and these BUP permits as "Approved (for Plan Review) but Not Released." Plan Review
will proceed but the permits will not be released for issuance until the appropriate conditions have been met.
