Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review,design and development standards in the I-P zone have been adopted to ensure that developments will be well-integrated, attractively landscaped,and pedestrian-friendly. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The subject site (7560 SW Durham Road; WCTM 2S113BA,Tax Lot 2300) is located on the southwest side of SW Durham Road, northwest of SW Upper Boones Ferry Road, and north of the city's border with the City of Durham. The site's southern property line is directly adjacent to the TriMet Westside Express Commuter Rail.The site is partially located in the Clean Water Services Vegetated Corridor and the Federal Emergency Management Agency Special Flood Hazard Area.In April 2017,the City of Tigard Planning Division approved a Site Development Review for the subject property and the adjacent property (7520 SW Durham Road; WCTM 2S113BA, Tax Lot 2200). This approval was for an approximately 7,000-square-foot light industrial building on Tax Lot 2200, and for an approximately 10,000-square-foot light industrial building on Tax Lot 2300 (Case No. SDR2016-00011). The subject site is zoned Industrial Park (I-P). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.780 Site Development Review: 18.780.050 Minor Modifications C. Approval criteria. The approval authority shall approve or approve with conditions an application for a minor modification when all of the following are met: 1. The proposed development is in compliance with all applicable requirements of this title;and The applicant is proposing a change of use to an existing industrial building at 7560 SW Durham Road. The 10,000-square-foot building will be changing from a light industrial use to wholesale sales. The applicant also proposes to construct an interior second story, which will add 3,250 square feet of floor area. The applicant is not proposing any changes to the existing building footprint, building height, on- site parking, or on-site landscaping. Because the applicant's proposal primarily affects off-street parking regulations,that is the main focus of this review. The minimum off-street parking requirement for wholesale sales is 0.8 parking spaces for every 1,000 square feet of floor area(CDC Table 18.310.2).Accordingly,the updated minimum off-street parking requirement for the subject site is 11 parking spaces,based on the change of use discussed above, and the addition of 3,250 square feet of floor area. Based on the applicant's submitted site plan, staff finds there is adequate parking at the development site,with 16 parking spaces provided. Upon review of the applicant's plans and narrative, staff finds that all other requirements of this title are not applicable.This criterion is met. 2. The modification is not a major modification. MMD2018-00035 PWCC 2 The applicant is not proposing any of the changes outlined in CDC 18.780.040.B. Therefore, this proposal is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification to an existing development and is in compliance with the applicable requirements of this Title. SECTION V.
