DESIGNATION: I-P: Industrial Park Zone. The I-P zone provides appropriate locations for
combining light manufacturing, office and small-scale commercial uses, e.g.,
restaurants, personal services and fitness centers, in a campus-like setting. Only
those light industrial uses with no off-site impacts, e.g., noise, glare, odor,
vibration, are permitted in the I-P zone. In addition to mandatory site
development review, design and development standards in the I-P zone have
been adopted to ensure that developments will be well-integrated, attractively
landscaped,and pedestrian-friendly.

APPROVED the above request. The findings and conclusions on which the decision is based are noted
in Section IV.

FROM THE EFFECTIVE DATE OF THIS DECISION.
SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 7204 SW Durham Road; north of SW Bridgeport Road, south of SW Durham
Road, and west of SW 72nd Avenue. The property is also located east of the city's border with the City
of Durham. The 11.88-acre development site is made up of one (1) parcel and contains five (5)
industrial buildings, landscaping, and associated parking. The property is part of the PacTrust Business
Center,and is zoned Industrial Park (I-P).
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
18.780 Site Development Review:
18.780.050 Minor Modifications
C. Approval criteria. The approval authority shall approve or approve with conditions an
application for a minor modification when all of the following are met:
1. The proposed development is in compliance with all applicable requirements of this
title;and
The applicant is proposing a minor modification to an existing development at 7204 SW Durham Road,
Suite 100. Specifically, the applicant proposes to convert 128 square feet of landscaping to impervious
surface. In June 1995 (Case No. SDR 95-0008), the City of Tigard Planning Division approved a
reduction to the minimum landscape requirement for this development from 25 percent to 20 percent.
Accordingly, staff reviewed the applicant's submitted site plan to confirm the development will
continue to meet the 20 percent minimum landscape requirement.
The applicant also proposes to install a new exterior storefront on the northern facade of the existing
building. The applicant is not proposing any changes to the existing building footprint or height;
accordingly, development standards for the I-P Zone such as minimum setbacks, maximum building
height, and maximum site coverage do not apply to this modification.
Upon review of the applicant's plans and narrative, staff finds that all other requirements of this title are
not applicable. This criterion is met.
2. The modification is not a major modification.
The applicant is not proposing any of the changes outlined in CDC 18.780.040.B. Therefore, this
proposal is not a major modification. This criterion is met.
CONCLUSION: The proposal is a minor modification to an existing development and is in
compliance with the applicable requirements of this Title.

APPLICANT'S STATEMENT/NARR !V OF TIGARD

The proposed work involves decreasing landscape and adding hardscape. See attached
parking calculations. As a result of this work,we are NOT doing any of the following:
1. An increase in dwelling unit density, or lot coverage for residential development;
2. A change in the ratio or number of different types of dwelling units;
3. A change in the type of commercial or industrial structures as defined by the Uniform Building
Code;
4. An increase in the height of the building(s) by more than 20%;
5. A change in the type and location of access ways and parking areas where off-site traffic
would be affected;
6. An increase in vehicular traffic to and from the site and the increase can be expected to
exceed 100 vehicles per day;
7. An increase in the floor area proposed for a nonresidential use by more than 10%excluding
expansions under 5,000 square feet; Site Development Review 18.360-5 AP Update: 2/14
8. A reduction in the area reserved for common open space and/or usable open space which
reduces the open space area below the minimum required by this code or reduces the open
space area by more than 10%;
9. A reduction of project amenities below the minimum established by this code or by more
than 10%where specified in the site plan:
a. Recreational facilities; b. Screening; and/or c. Landscaping provisions.
10. A modification to the conditions imposed at the time of site development review approval
which are not the subject of paragraphs 1 through 10 of this subsection.
Therefore, the proposed work in our building is classified as 'minor modification' work. In
addition, please reference the provided plans indicating parking counts.
