Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday,June 13,2018 7:00 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL To ORDER:
Chair Katie Harris called the meeting to order at 7:00 p.m. Chair Harris welcomed a member of the public
who was in attendance and asked him to introduce himself.This was Bill Monahan.He has been a resident of
Tigard for 35 years.He is semi-retired and comes to the library every week.He feels the library is the heart and
soul of the community. Monahan stated that he has applied for the Library Board and wanted to attend a
meeting.
2. ROLL CALL

3. APPROVE MINUTES
The minutes from the May 9,2018 Board meeting were reviewed. No changes were suggested.
Motion by Mary Bogert. Second by Lorin Hoklin to approve the May 9,2018 minutes.

4. AGENDA ADDITIONS AND DELETIONS
Chair Harris suggested adding a discussion regarding the Board's summer schedule and the recruitment of
board members for the open positions at the end of the agenda.
5. CALL TO THE PUBLIC
Rachael Hyde,Senior Library Assistant—Adult Services was our guest this evening. Rachael has been with
the Tigard Public Library for two years. She quickly became an expert in interlibrary loan (ILL) services
and manages our heavy ILL volume with great efficiency and accuracy. Because of her drive to streamline
the workflow,patrons experience shorter wait times for their ILL materials.
When she's not coordinating the ILL team and processing ILL requests and material, Rachael is serving
patrons efficiently at the Reference Desk or refreshing our circulating e-readers with new titles.The Board
inquired as to how the ILL process was streamlined. Rachael shared the details of how she did this and
how she selects materials to load on the Kindles and Nooks that patrons checked out.
6. LIBRARY OPERATIONS
Margaret Barnes was not able to attend the meeting this evening. Paula Walker, Communications
Coordinator attended in her place. Walker distributed the May 2018 Statistical Report and updated the

Board on library operations.A copy of the adult,teen and kids summer program brochures were distributed
to each member.
Circulation is preparing for the Summer Teen Volunteer program. Teens will begin reporting for work on
Saturday,June 23, and will continue through Saturday, August 25. Staff is working on weeding various
collections to make room for new materials. Walker updated the Board on the May programs and the
attendance numbers at the various events.
Molly Carlisle, our Readers Services Manager has tendered her resignation. Molly began working here 15
years ago as a Youth Services Librarian,was promoted to Youth Services Supervisor, then to the Readers
Services Manager. Molly has accepted a position as the Library Director for the Garden Home Library.
Her last day at the Tigard Library is July 6, 2018.
Due to the city operations levy not passing, the programming budget will be reduced by 75%. Staff will
spend more time covering the reference desk to assist patrons.
7. POLICY REVIEW
Paula shared that Margaret Barnes had requested the Board table the discussion on the Public Computers
Policy. She wanted to be able to research some items prior to the Board reviewing this policy.
Unattended/Vulnerable Child Policy-English and Spanish Versions
The Board reviewed and discussed the Unattended/Vulnerable Child policy. This policy was last reviewed
on January 14, 2015.
Motion by Becky Gauthier. Second by Lonn Hoklin, to re-adopt the Unattended/Vulnerable Child policy
as it is currently written. Motion was approved unanimously.
8. OTHER BUSINESS
Walker informed the Board that we received eight applications for the open Library Board positions. The
interviews will be held on Monday,July 9.The recommended appointments will be considered for approval
by the City Council at their July 24, 2018 meeting.
Our youth services librarians are conducting outreaches to various free lunch sites in the community this
summer to promote signing up for the summer reading program. The Friends of the Library have
contributed books for this outreach that the librarians are taking to these sites to lend to the children on
an informal basis.
Chair Harris mentioned she saw a documentary on OPB regarding the opioid crisis and inquired if the
library had considered having Narcan available in case of an overdose.The Tigard Police have used Narcan.
Walker stated it is not seen as an issue at the library at this point in time. A brief discussion ensued.
Chair Harris inquired about summer schedules with the Board.After factoring in the timing of interviewing
and appointing new members for the open positions, it was decided to not meet in July but to meet on
August 8 when the new members will join them.
9. ADJOURNMENT
Chair Harris adjourned the meeting at 7:31 p.m.The next meeting of the Tigard Library Board is scheduled
for Wednesday,August 8, 2018 at 7:00 p.m. in the library conference room.
