1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:32 p.m. Commissioner
Ochoh participated in the meeting through use of a conference phone. All persons
attending confirmed they could hear everyone else.
2. Approval of Minutes —June 13, 2018
Commissioner Inman moved to approve the June 13, 2018, minutes as amended.
Commissioner Jehnke seconded the motion. The motion passed by unanimous
vote of the commissioners present, with Commissioners Henschel, Inman,Jehnke,
Ocholi and Woodard voting yes.

4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of June was 8.5 million gallons per day (mgd).
This usage is 1.6 mgd higher than our 10-year data, and significantly higher
than last Junc by .9 mgd. Usage in July has increased to 9.5 mgd, which is
seasonally normal.
• For the month of June, there was no change in aquifer storage recovery (ASR)
well conditions. Stored water for ASR well no. 1 is approximately 39 days of
supply based on 1,000 gallons per minute (gpm) recovery rates. ASR well no. 2
has 81 days of supply based on 1,500 gpm recovery rates.
• The July 9 Bonita Pump Station data indicates a pH of 7.68 with 1 mg/L
chlorine residual, 28 mg/L alkalinity, and water temperature of 20.3 centigrade
(68 degrees F).
• Staff received three water quality complaints in June involving strong chlorine
taste or odor. Staff took action by providing additional flushing in these
specific areas.
• Water treatment plant operations continue to be normal during the month of
June. Ozone is fully functional and operating without any problems reported by
Take Oswego Tigard Water Treatment Plant staff. The plant is preparing for
summer operations.
• Clackamas River USGS information reports that the river is flowing at 900
cubic feet per second (cfs) with a mean value of 1,280 cfs. These flows are
above our conditional use parameters for July-August, but significantly lower
by 35 percent than last year for this same period. Water temperature is 63
degrees F, with a pH of 7.5, and turbidity at 0.7 NTU.
5. Informational Items
Mr. Goodrich provided an update to last month's information relating to the
cyanotoxins (produced by blue green algae or bacteria) that were recently detected
in Salem's drinking water. The state issued a temporary administrative order
effective July 1, 2018, relating to new cyanotoxins monitoring requirements based
on the City of Salem issuing a drinking water advisory for cyanotoxins. These
temporary orders will be replaced by a future administrative rule by December 27,
2018. Under the temporary administrative orders, LOTWTP staff will collect raw

water samples for cyanotoxins twice a month (beginning July 16), and will increase
sampling to every week if any indication of toxin-producing cyanobacteria are
daccLed. DeLec;tion above the USEPA safe guidelines would also require "finished
water testing" for both Lake Oswego and Tigard as separate water systems.
Mr. Goodrich also stated that:
• Recent upgrades to the Lake Oswego Tigard water treatment plant use
robust treatment technologies that provide multiple barriers to remove algal
toxins, including ozone treatment, granulated active carbon filtration, and
chlorine disinfection, ranked among the best technologies for removing and
reducing toxins from harmful bacteria.
• No cyanotoxins have been detected in the City of Lake Oswego and Tigard
Water Service Area's (IWSA) drinking water.
■ No major algae blooms have been reported in our water source—the
Clackamas River.
• City council and IWB members will be alerted immediately if any harmful
algal blooms (HABs) or cyanotoxins related problems are detected.
Commissioner Henschel gave a brief update on progress of the intergovernmental
agreement.
6. Non-Agenda Items
Mr. Goodrich asked the board to consider a recent request by a neighboring
property owner at 14305 SW High Tor Drive, currently in Washington County, to
annex into the City of Tigard. This property is adjacent 14255 SW High Tor Drive
which is the water storage, pump station, and generator (system asset), and
adjacent to 14200 SW High Tor Drive which is the large water storage tanks and
pump station (system asset).
This recommendation was based on recognized future improvements needed for
both properties to ensure safe and reliable water at adequate fire protection
requirements. These improvements are not under concept or design. However, the
City of Tigard Engineering Division and Community Development Department
have stated that any future project conditional land use and/or project delivery
costs would benefit (reduced project cost) based on review and approval

requirements at the city level verses Washington County. Annexation would not
change the classification of system assets under the current IWB agreement or
future agreements, as these are important water storage, pump, and generator
facilities for the TWSA.
Staff requested the board to provide approval to meet the July 24 deadline for
combining the annexation request with the adjacent property owner. After a
discussion, Commissioner Jehnke made a motion to approve the request for
annexation. Commissioner Inman seconded the motion. The motion passed by a
majority vote of the commissioners, with Commissioners Jehnke, Inman, Ocholi
and Woodard voting yes. Commissioner I Ienschel voted no.

At 6:15 p.m., Commissioner Inman moved to adjourn the meeting. Commissioner
Woodard seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioners Henschel, Inman,Jehnke, Ochoh and
Woodard voting yes.
