This plans review was performed under the State of Oregon Structural Specialty Code (OSSC)
1998 edition; and the Tualatin Valley Fire & Rescue 1999 edition, (UFC). The submitted plans
have been reviewed and are approved for construction subject to the following.
• Special Inspection is required for Masonry, Site Welding and Epoxy Anchors. The special
inspecting agency of record, shall furnish inspection reports to the City of Tigard, Building
Division, SFA Engineering, LLC, Structural Engineers and the General Contractor. All
discrepancies shall be brought to the immediate attention of the contractor for correction. The
special inspector shall submit a final signed report stating whether the work requiring special
inspection was, to the best of the inspector's knowledge, in conformance with the approved
plans and specifications and the applicable workmanship provisions of this code. Section

FIRE
• One (1) fire extinguisher rated at not less than 2A10B:C shall be in an accessible location and
in plain view for every 1500 sq ft of floor area. The maximum travel distance to each
extinguisher shall not exceed 75 ft. Standard 10 -1 OUFC
Deferred submittals are as listed on approved plans.
American with Disabilities Act (ADA): It shall be the responsibility of the Architect, Engineer,
Designer, Contractor, Owner and Lessee to research the applicability of the ADA requirements
to this structure. The City of Beaverton reviews plans and inspects structures only for
compliance with Chapter 11 of the OSSC which may not include all of the ADA requirements.
Premises Identification: Approved numbers or addresses shall be provided for all new .
buildings and tenant spaces in such a position as to be plainly visible and legible from the street
or road fronting the property. A temporary address is required throughout all phases of
construction and shall be visible from the street fronting the property. Permanent numbers shall
be a minimum 6 inches tall on a contrasting background. The minimum size of each temporary
address sign shall be 1 foot wide and 1 foot in height with letters and/or numbers 6 inches in

Approved Plans: One set of approved plans bearing the City of Tigard approval stamp shall be
maintained on the jobsite and made available to the Building Division and Fire Inspectors
throughout all phases of construction. Section 303 OSSC
Certificate of Occupancy: Prior to the use and occupancy of this tenant space a Certificate of
Occupancy or other written instrument of approval must be obtained from the City of Tigard,
Building Division. Section 109 OSSC.

permit number and project plans examiner.

New item based on resubmittal as follows:
1. The design solution for the architectural feature at the West -end of the structures
incorporates plywood as a lateral resisting element. Type Ill -N construction requires
non - combustible exterior walls. Please provide a solution using non - combustible
materials.
2. Provide a detail to clarify attachment of holdown to the metal stud.

Architectural
1. Specification book section 07150 for waterproofing the exterior of the masonry has
been omitted. Please provide the section and/or clarify waterproofing method.
2. Specification book section 07200 calls for R -13 wall insulation. Energy calculations
require R -11. Please clarify.
3. Provide construction details for the gypsum ceiling to be installed in toilet rooms and
janitor room. Include ceiling joist and any ledgers including their attachments to the
walls.
Structural
4. TJI calculation provided uses a 20 lb live load. Revise calculation for 25 lb.
5. Provide TJI calculation for 18" deep joist.
6. Provide TJI calculation for double joist used to support mechanical unit.

7. RBMI beam design doesn't incorporate point load from RBM4's, as indicated
between grid A & B. Revise calculation.
8. Provide beam calculation for RBM4.
9. Roof diaphragm nailing schedule on sheet S5.1 has two item B's. Last item should be
a C per calculations.
10. Sub diaphragm is not detailed on sheet S2.1 at the West End of the structure. Revise
diaphragm note to say typical each end or add details to West End.
11. Notes on sheet S2.1, for ledger bolt attachment and LTT attachment do not provide a
complete description of construction. Each note is missing some piece of information.
i.e. spacing, embedment depth, rod diameter. The information on the section details
calls for J bolts: Please revise notes for clarity:
12. Provide calculations for masonry lintel, detail 3, sheet S1.2. Clarify installation of
code required stirrups.
13: Provide calculations for the design of the angle iron lintels supporting brick veneer:

14. Provide cut sheets for veneer anchors called out on sheet S1.1.
15. Provide the structural solution for the architectural feature using metal stud framing at
the West End of the structure. Sheet 18 of calculations shows the loads. Provide
seismic /wind comparison for governing design. The solution does not appear on
sheet 18 of the calculations received. Clarify wall anchorage, bracing panel
attachments and roof diaphragm nailing.
16. The metal roof members do not appear in calculations. Provide calc for the members
spanning 10 feet supporting snow load.
17. Provide calculation for 5 x 5 column supporting W 24 x 55 at storefront. Include
footing design.

The following is our response to the conditions of approval.
Item 1: See Site Plans showing added pedestrian access from Building 2 to the sidewalk in the right of way.
Item 2: See Site Plans showing pedestrian connection between Building 2 and Building 1.
Item 3: Except for driveway crossings, the pedestrian access is 4" concrete walk approximately 6" above
paving grade.
Item 4: See Site Plan showing reconfiguration of Landscaped Islands and parking at the south side of Building
1. Also see the revised landscaped drawings.
Item 5: Pride Disposal has been contacted for a sign off letter for the existing solid waste and recycling
services.
Item 6: An additional ADA parking stall has been added in front of the DollarTree, and a second ADA parking
stall has been added in front of the Building 1.
Item 7: Wheel stops have been installed at the parking spaces in front of Building 2.
Item 8: The bike racks at Building's 1 and 2 will accommodate two bike - parking stalls each.
Item 9: The bike rack selected for use will be ribbon rack model with slots for two bikes.
Item 10: Note has been added to Landscaping Plan requiring tree protection measures to be installed as
approved by the City's Urban Forrester.
Item 11: These projects will have no change in the existing light pole locations, which were previously approved
by the Planning Department. As discussed with staff planner, we have indicated wall- mounted lights
on Building 1 and on Building 2 on the elevation sheets.
Item 12: We have contacted ODOT and they are sending us material to apply for an approach permit.
Item 13: Requires an on -site water quality facility on Lease Space B. The site does lend itself well to
incorporating a water quality facility. The actual additional area of impervious surface is small just over
2000 sf. In fact I originally credited at much less than that because I counted the original gravel pad as
100% impervious but the City wants only 40% of the area to count as an existing impervious area.
After discussions with Brian Rager, I am proposing installing trapped catch basins and a water quality
manhole to provide a degree of treatment for all the roof and paved area runoff from Lease Area B.
I'm counting this as 50% treatment for the new impervious area. This calculates to be a treatment
area in excess of the additional impervious area on the site.
An additional advantage of this approach is that some level of treatment is added to the existing
parking areas that drain to these catch basins that were flow through type. I looked at installing a
treatment pond on the west side of the drive through aisle but found it would only be treating the roof
runoff, a less polluted surface than the paved area. It also had the potential to impact the roots of the
large fir trees, which are to be retained.
Item 14: Requires inspections and reports by Ztec and we are available to supply this service.
