Dear Sir:
Please be advised that the Tigard Design Review Board at their
regular meeting of September 2$, 1976, approved your request
for review of a revised site plan and architectural design of
an industrial building at 9380 S .W . Tigard Street . This approval
is subject to satisfying the following conditions :
1 . Either a cross easement agreement be recorded assuring;
,joint use of the access drive or the two lots be com-
bined to form one ta,% lot .
2. Land.-;caping along the front of the building be con-
tinued up to the building.
3. Tam Juniper be planted 4 ' on center.
4 . The landscape islands be curbed.
5. 6" wheel blocks be provided for all parking stalls.
6. The signing program consist of a 32 sq, ft . directory
sign with wall mounted identification signs not to
exceed 12 sq , ft . and be subject to Design Review
Board approval .
7. Irrigation plan be submitted to staff for approval .
8 . All utilities serving the site be placed underground.
9. A 50 ' greenway easement across the flood plain be
granted for greenway purposes, with parking improvements
and building shown on the approved site plan exempt
from the greenway easement .
Prior to issuance of building permit applicant must submit
evidence that the fill area is above 100 year flood plain. If

I . BASIC FACTS
1 . The site is designated "General Industrial" on the Neighborhood
Plan II and zoned M-4 , Industrial Park .
2 . A development proposal for a 14 , 800 square foot industrial
building was approved by the Design Review Board on 7/13/76
with the following conditions :
1 . Either a cross easement agreement br recorded assuring
joint use of the access drive or the two lots be combined
to form one tax lot .
2 . Landscaping along the front of the building be continued
up to the building.
3. Tam Juniper be planted 4 ' on center .
4 . The landscape islands be curbed.
5. 6" wheelblocks be provided for all parking stalls .
6 . The signing program consist of a 32 ' directory sign with
wall mounted identification signs not to exceed 121 .
7 . Irrigation plan be submitted to staff for approval .
8 . All utilities serving the site be placed underground.

with the parking improvements shown on the approved site
plan exempt from the greenwa,y easement .
II . FINDINGS
1 . The Fanno Creek flood plain is about 151 ' at this site.
Prior to the City adopting regulations protecting the
public from the dangers dev-loping in the flood plain this
site was filled as was the site for the existing building.
This fill will act as dam during the next flooding and will
increase the flooding elevation onto properties upstream.

2. Compaction tests sire being conducted to assure that the fill
can carry the anticipated load. The U.B.C. requires 2,000
lbs. /sq. ft .
3. The addition of 5,000 sq . ft . requires the addition of five
parking spaces which are ,shown on the new plan.
III . RECOMMENDATION
Staff recommends approval of the expansion with the same conditions
as attached originally with the cxempting of the building from the
greenway easement .

(a) City Administrator reported the City had received two noise
complaints, one residential and one industrial. Administrator
slated he had requested assi.star_ce in monitoring the sites
from DEM and, after c' nsiderabl.e time lapse, DEQ monitored the
Industrial site and notified the City they would not monitor
the residential site.
Administrator reported con-Lact had been r,�ade, with the EPA
office in Seattle to borrow a mater. Administrator further
stated to effectively c•.,rry out the noise ordinance the
City would probably need to purchase a noise meter.
Council and staff discussed need to purchase noise :.ieter in.
the near -Future.
