There are however , several areas of concern : a ) Failure to show an irrigation system for the landscape . b) The proposed use of acer circinatum along the eastern boundary parking buffer . c ) The nonspecification of H . Helix Baltica planting spacement- . d ) Clarification of office entry landscaping . e ) The proposed outside storage area . f ) The absence of a signed L . I . D . agreement and ten root dedication on S . W . Tigard Street . Staff Recommendations : Staff recoimends project approval subject to the following conditions : Plans for an automatic or manual landscape irrigation systems be submitted for staff approval before a building permit is issued . �'----_ 2 . The eastern boundary parking buffer shall be planted with Pinus Contorta or Evergreens of comparable size ( 6 ' -8 ' ) and growth rate ( subject to staff approval ) . 3 . All areas specified with H . Helix Baltica shall be planted 18 inches on center . 4 .\ Landscaping of office entry areas shall meet staff approvalF before an occupancy permit is issued . 5 . The open scorage area is denied and cannot be constructed as proposed . There are two reasons for the denial : 1 . The sensitivity of the area ( flood plain ) . 2 . The failure of the applicant to apply for a conditional . use for open storage . • Staff recommends the applicant apply for a conditional use permit and if necessary , a flood plain fill permit for the proposed open storage area .
