Kelly, in reviewing your application for the above demo permit we note that none of the Conditions of Approval for the
underlying Land Use case, PDR2017-00003 have been met, particularly Condition# 1: Project arborist to confirm proper
installation of tree protection measures. I'll attach a list of all of the conditions.
Condition#1 must be met before this permit can be issued. Accordingly, I have classified this application as "Approved
(for Plan Review) but Not Released"and will put it on hold until we receive confirmation that the tree protection
measures have been installed in accordance with the approved plans. Please let me know if you have any questions.

Hello Khoi and Mark,
I just left each of you a voicemail regarding the track bleachers at Tigard HS. Last night,the TTSD School Board identified
an emergency action to demo and replace the bleachers serving the track facility as they were deemed unsafe for use.
Unfortunately, in order to procure and install replacement bleachers by a 4/20 track meet, they need to have a
contractor engaged to demo the bleachers starting on Friday, 4/13.
LCG Pence is working to submit a demo permit today for review. We are trying to resolve whether a Grading and Erosion
Control Permit will be required. The scope would include about 400 ft of 12'wide haul road to get to the south end of
the bleachers. Ideally, this would entail removing"6" of soil and replacing with—8-12" of rock. By definition, I
understand this to require a G/EC permit. So my questions are:
a. To cover this activity, can we obtain a Site Work permit issued by the Building Dept by Thursday(assuming we
submit today)? If it is less than an acre, can City of Tigard issue the permit directly without CWS review?OR
b. To avoid the need for a G/EC permit, can the contractor apply the rock directly on the grass(over a geotextile)
and remove upon completion?Only requiring a demo permit.
Ideally,TTSD would prefer option (a), as this would save cost and better accommodate future work in the area. Please
let us know at your earliest convenience.
