This project would enhance Fanno Creek,Stream B, and the three adjacent wetlands.This design
is being driven by the City of Tigard Fanno Creek Park Master Plan and Clean Water Services'intent to
restore habitat and improve water quality in the Tualatin River Basin, including Fanno Creek.The
project would re-meander a previously straightened reach and stabilize new stream banks to improve
channel function,floodplain connectivity, and aquatic habitat.The project would also interconnect the
historic Fanno Creek channel as a backwater and reconnect Stream B and Stream C(tributaries to
Fanno Creek), replace invasive vegetation with native plant communities, replace an existing
bicycle/pedestrian bridge and reconfigure the multiuse path to maintain trail connectivity,and install
two new culverts under the multiuse path to connect the previously disconnected oxbow channel and
connect the reconfigured Stream B channel to Fanno Creek.The reconfiguration of the multiuse path
would add 13,396 square feet of new impervious surface and remove 8,966 square feet of impervious
surface. 2.35 acres would be temporarily disturbed to implement the project. See Project Plan Set for

The Fanno Creek Improvements—Ash to Main project involves removal of 8,966 square
feet of existing impervious area, and construction of 13,396 square feet of new impervious area
(approximately 2,677 square feet of the new impervious area would count as "modified
impervious area", as it is in the location of removed pavement).The paved trails to be removed
and constructed are immediately adjacent to wetlands and waters, making implementation of
on-site water quality treatment of stormwater not practicable. Per Section 4.05.5 of Clean
Water Services (District's) Design and Construction Standards (D&C Standards), the total new
and existing impervious areas (13,336 square feet) on site are required to be treated.
Treatment of off-site runoff(Section 4.05.4 of the D&C Standards)from the private lot to the
north of the project site was investigated as an alternative to on-site treatment.The untreated
parking lot currently discharges stormwater to the project area through dispersed sheet flow.
However,the parking lot area is much larger than that allowed by the Vegetated Corridor Filter
Strip BMP (Section 4.06.11 of the D&C Standards). For this reason the District requests to pay
Fee-In-Lieu as provided for under Section 4.05.2 of the D&C Standards for 13,336 square feet of
proposed new impervious surface (Pedestrian Trail-See sheet CS-01 of Plan Set).
Additionally, as provided for under Chapter 2, Section 4, Sub Section 2m of Clean Water
Services Design and Construction Standards,the District requests that the requirement for
submittal of a Drainage Report be waived for the Ash to Main project.The project is a stream
construction/enhancement project and post development impervious surfaces will constitute
less than 25%of parcel. In addition, runoff from the paved portions of the site will remain
dispersed rather than concentrated for conveyance. For this reason, calculation of stormwater
discharge peak flows does not serve a design purpose.
