DESIGNATION: I-P: Industrial Park Zone. The I-P zone provides appropriate locations for
combining light manufacturing, office and small-scale commercial uses, e.g.,
restaurants, personal services and fitness centers, in a campus-like setting. Only
those light industrial uses with no off-site impacts, e.g., noise, glare, odor,
vibration, are permitted in the I-P zone. In addition to mandatory site
development review,design and development standards in the I-P zone have been
adopted to ensure that developments will be well-integrated, attractively
landscaped, and pedestrian-friendly.

APPROVED the above request. The findings and conclusions on which the decision is based are noted in
Section IV.
THIS APPROVAL SHALL BE VALID FOR 18 MONTHS
FROM THE EFFECTIVE DATE OF THIS DECISION.
SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 9384 SW Tigard Street;on the southwest side of SW Tigard Street,north of SW
Pacific Highway, and southeast of SW Grant Avenue. Fanno Creek borders the property to the
southwest. Allred Industrial, LLC owns the subject property (WCTM 2S102AB, Tax Lot 1902) and the
adjacent property (WCTM 2S102AB, Tax Lot 1900); accordingly, the two tax lots make up a single
development site,with shared parking and access. Tax Lots 1900 and 1902 are located in the Industrial
Park(I-P) Zone,and are partially located in the Clean Water Services Vegetated Corridor and the Federal
Emergency Management Agency Special Flood Hazard Area.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
18.780 Site Development Review:
18.780.050 Minor Modifications
C. Approval criteria. The approval authority shall approve or approve with conditions an
application for a minor modification when all of the following are met:
1. The proposed development is in compliance with all applicable requirements of this
title;and
The applicant proposes to locate a new light industrial business in an existing tenant space in the I-P
zone. The proposed use is permitted by right in this zone. Since the proposed use is different from the
previous use and is subject to different parking ratios, a review of the site's off-street parking area is
required to ensure that it complies with the city's minimum off-street parking requirements.The subject
property (Tax Lot 1902) shares parking and access with the adjacent property (Tax Lot 1900). Together,
the two tax lots make up a single multi-tenant development site,which is subject to the required minimum
vehicle parking formula outlined in CDC 18.310.030.D. The table below calculates the minimum off-
street vehicle requirements for this development site:

Staff finds that 48 parking spaces are required for the development site, taking into consideration the
change of use discussed above. Based on the applicant's submitted site plan,staff finds there is adequate
parking at the development site,with 87 parking spaces provided.
Upon review of the applicant's plans and narrative,staff finds that all other requirements of Title are not
applicable. This criterion is met.
2. The modification is not a major modification.
The applicant is not proposing any of the changes outlined in CDC 18.780.040.B. Therefore, this
proposal is not a major modification. This criterion is met.
CONCLUSION: The proposal is a minor modification to an existing development and is in
compliance with the applicable requirements of this Title.

To Whom It May Concern:
The proposed change of the subject space is the result of a new tenant moving into the
subject space at 9384 SW Tigard St.
The former Tenant's use was a fitness gym, a permitted use under the Indoor
Entertainment category of the IP Zoning.
The new Tenant's use will be assembling, processing and packaging with accessory office
and storage space, a permitted use within the Light Industrial category of the IP Zoning.
No change will be made to the physical space.
The following criteria is addressed as follows in "red":
18.780.040 Major Modifications
A. Determination request.An applicant may request approval of a modification to an
approved plan or existing development by:
1. Providing the director with 3 copies of the proposed modified site development plan;
and"Site plans provided highlighting the subject space, no change to the physical space, use
change only"
2.A narrative that indicates the rationale for the proposed modification addressing the
changes in Subsection 18.780.040.B. "See above narrative"
B. Evaluation criteria. The director shall determine that a major modification(s) will result
if one or more of the following changes are proposed. There will be:
1.An increase in dwelling unit density, or lot coverage for residential development; N/A
