The C-C zone is designed to provide convenience shopping facilities that meet the regular needs of nearby residential neighborhoods. With a service area of about 1.5 miles, such commercial centers typically range in size from 30,000-100,000 gross square feet on sites ranging from 2 to 8 acres. Separated from other commercially-zoned areas by at least one- half mile, community commercial centers are intended to serve several residential neighborhoods, ideally at the intersection of two or more collector streets or at the intersection of an arterial and collector street.A limited number of other uses, including but not limited to car washes, gas stations, religious institutions, and transit-related park-and-tide lots, are permitted conditionally. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 14200 SW Barrows Road,at the southeast intersection of SW Barrows Road and SW Walnut Street. The subject property contains a 3,997-square-foot commercial building, 33 on-site parking spaces, and associated landscaping. The building is currently occupied by an eating and drinking establishment (Godfather's Pizza). The property is located in the Community Commercial (C-C) Zone. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.780 Site Development Review: 18.780.050 Minor Modifications C. Approval criteria. The approval authority shall approve or approve with conditions an application for a minor modification when all of the following are met: 1. The proposed development is in compliance with all applicable requirements of this title; and This project involves an existing 3,997-square-foot commercial building at 14200 SW Barrows Road.The building is currently occupied by an eating and drinking establishment(Godfather's Pizza).The applicant proposes to reduce the floor area for Godfather's Pizza,and create a new tenant space inside the building to accommodate an indoor entertainment use (martial arts studio). Since the new tenant is in a different use category than the existing tenant, a review of the site's off-street parking area is required to ensure that it complies with the city's minimum off-street parking requirements. The table below calculates the minimum off-street vehicle requirements for this site, based on the parking requirements in CDC Table 18.310.2: Square Minimum Parking Total Parking Spaces Use Category Footage Ratio Required Eating and Drinking 9.0 spaces/1,000 Establishment 2,163 square feet 20 0.8 spaces/1,000 Indoor Entertainment 1,834 square feet 8 TOTAL 28 Staff finds that 28 parking spaces are required for the development site, taking into consideration the change of use discussed above. Based on the applicant's submitted site plan, staff finds there is adequate parking at the development site,with 33 parking spaces provided. MMD2018-00022 Barrows Plaza,LLC 2 The applicant also proposes to create an entry door to the new tenant space on the southeast building facade. No changes to the building footprint, on-site parking, or on-site landscaping are proposed. Staff reviewed the applicant's submitted site plan and elevation drawing to confirm this modification complies with all applicable development standards and design guidelines for the C-C Zone, as outlined in CDC Table 18.120.3 and CDC 18.120.060. Upon review of the applicant's plans and narrative,staff finds this proposal is in compliance with all other applicable requirements of this title. This criterion is met. 2. The modification is not a major modification. The applicant is not proposing any of the changes outlined in CDC 18.780.040.B. Therefore, this proposal is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification to an existing development and is in compliance with the applicable requirements of this title. SECTION V.
