Fir Loop The plans you submitted to the City of Tigard Building Department for the office remodel (1st and 2nd floors) of the complex located at the above-noted location have been reviewed and are approved subject to the following conditions. These plans did not indicate the type of wall construction. We must assume, therefore, that since a new corridor is being constructed the new walls along this interior corridor will be of 1-hour fire re- sistive construction. (UBC Sec. 3305). As the corridor is to be of 1-hour fire resistive construction, every door opening shall be protected by a tight-fitting smoke and draft control assembly having a fire resistive rating of not less than 20 minutes as tested by the Uniform Building Code Standard No. 43-2. The door and frame shall hear an approved label or other identification showing the rating thereof. (UBC Sec. 3305(h)) 1. Exterior Exit Door: Hardware for the exterior doors and key- operated deadlocks may be permitted where there is a sign posted on or over the door reading, "THIS DOOR MUST REMAIN UNLOCKED • DURING BUSINESS HOURS" in letters not less than one inch in height on a contrasting background. (UBC Sec 3304) 2. Firestopping: In all wood-framed wall and partitions, fire- 1 stopping consisting of 2-inch nominally-sized lumber or other approved materials must be installed at all floor and ceiling levels. Penetrations in this prescribed firestopping to accom- • modate wiring, plumbing and other similar utility runs must be packed with noncombustible materials in an approved manner so as to prevent the passage of flame. Fire Extinguisher Requirements: Not less than one (1 ) approved fire extinguisher(s) with rating of not less than 2A108:C shall be provided for each 1 ,500 square feet of floor area or fraction thereof. The tk'avel distance to an extinguisher from any portion of the building shall not exceed 75 feet. (UFC Standard 10-1 ) 4. Approved Plans on Job Site: One set of approved plans bearing the stamps of the Tigard Building Department and this office must be maintained on the project site throughout all phases of con- struction and must be made available to building and fire inspec- tors for reference during required construction inspections. (UBC Sec. 303) 5. Certificate of Occupancy Required: Prior to the use and oc- cupancy or other written instrument of approval must be obtained from the City of Tigard Building Department. Fir Loop The plans for the interior development of the above-noted building were examined by me on October 23, 1987 and forwarded to you shortly thereafter. Excuses, no matter 1- )w valid, tend to weaken the character so I must come right out and confess that I did review the plans as a 8-2 occupancy (office complex) assuming from the plans that this was the • intended use of the occupancy. However, it should be noted that a call from the City of Tigard Building Official forced me to face up to i my mistake of not entirely reading what was written on the plans; in- stead of an office complex, it is intended for the Quest Schools. The only excuse I have is that the name was scratched from the original plan I reviewed. Consequently, I must re-review the plans as an E occupancy. In light of the use of the building (as a educational unit), the following stipulations would apply: 1. First Floor: The corridor system that is being proposed must be a full 1-hour construction, both walls and ceiling. 2. Second Floor: The second floor could be utilized without this type of construction since it could be construed as a room to room to exit as the stairwells are of fire-rated ..onstruction. 3. Fire Alarm System: The fire alarm system as required in the Uniform Building Code under an E occupancy, Section 809, clearly indicates that an approved fire alarm system installed in accord- ance with the provisions of NEPA No. 72-A (1979 edition) shall be provided for all. group E occupancies with an occupancy load of 50 or more persons. The plans indicate an occupancy load of well in excess of this number. We must insist that the alarm system be installed and plans forwarded to this office prior to instal- lation for approval. Occupancy Above First floor: It must also be noted that since this is a two-story building, no children below the second-grade level are allowed above the first floor. In laying out this occupancy we must insist that all children below the second-grade level be educated in rooms provided on the first level. 5. Exit Door Hardware: All doors shown on the drawings must be openable from the inside for immediate exit at all times without the use of a key, special knowledge or effort. (UBC Sec. 3304) 6. Firestopping: In all wood-framed wall and partitions, fire- stopping consisting of 2-inch nominally-sized lumber or other approved materials must be installed at all floor and ceiling levels. Penetrations in this prescribed ftrestopping to accom- modate wiring, plumbing and other similar utility runs must be packed with noncombustible materials in an approved manner so as to prevent the passage of flame. (UBC Sec. 2516) 7. Fire Extin�*uisher Required: A fire extinguisher having a mini- num rating of 2A-10B:C must be placed in an accessible location within plain view. (UFC Sec 10.301(a)) 8. Approved Plans on Job Site: One set of approved plans hearing the stamps of the Tigard Building Department and this office must be maintained on the project site throughout all phases of con- struction and must be made available to building and fire inspec- tors for reference during required construction inspections. (UBC Sec. 303) 9. Certificate of Occupancy Required: Prior to the use and oc- cupa „ or other written instrument of approval must be obtained from ane City of Tigard Building Department. (UBC Sec 307) 10. Inspections Required: Inspection and z _valof construction by a representative of this office is required: (a) prior to the cover of any new framing elements following the installation of all utility runs which will be concealed within wall and partition cavities; (b) upon completion of construction and prior to occu- pancy of the tenant space.
