Jehovah's Witness Kingdom Hall
As you are aware, a church is being constructed at 9450 SW DurLam Roai. A
representative of the church has requested permission to work .'n th,4 site
continuously between Saturday morning and Sunday evening on September 1',th and
16th. The City Code prohibits construction activity between the hors of 9 PM
Saturday and 9AM Sunday unless a permit is issued by the City Admaniutrator.
The intent behind this request is to reduce the time the church is under
construction and make full use of volunteers over the weekend.
The church plans to have the full exterior completed, as well as insulation and
eheetrock, before the evening of Saturday the 15th. The activity throughout
the night will be limited to interior work including eheetrock taping, mudding,
and texturing and other low noise jobs that generally do not require power
equipment. Because the building hail no windows, the doors will be closed, and
the only work to occur will be inside, the disruption to the neighborhood
should be negligible.
There will he at least two job superintendents on the site throughout the
Saturday night/Sunday morning period to ensure that the noise is kept to an
absolute minimum. They are:

- Mike Matychuck
- Paul Dorrell (home phone 624-1472)
- Kelly O'Brian

Also, the City Police Department has been advised of this project and will be
prepared to enforce the permit not , below. The Police Department's phone
number to use in the event of & penviolation is 639-6168.
I as issuing a permit to allow work to occur between 9PM Saturday ant' 9AM
Sunday, September 15th and 16th subject to the foliating conditions:
1. No exterior construction activity, including moving construction
materials to and from the building and exterior use of equipment.
2. The doors on the south and west sides of the building shall be closed at
all time.; due to their clone proximity to the neighboring properties.
Doors on the east side shall be closed except for entering or exiting
the building.
3. Mo idling of vehicles on the property.

Gentlemen:
This is a Fire and Life Safety Plan Review and is based on the 1988
editions of the Fire and Life Safety Code (UBC) , Mechanical. Fire
and Life Safety Code (UMC) , Uniform Fire Code (UFC) , and other
local ordinances and regulations .
Plans are not approved. Please revise correcting the following,
and re-submit:
1 . Location on Property: Due to location on property, west
wall shall be of not less than one hour fire resistive
construction. One hour fire resistive system shall be
included on plans, including all information needed to
build the one hour system, i .e. , materials , fasteners,
fastener spacing, etc . Also, the testing laboratory or
Uniform Building Code Table and Item Number shall be
included of the system to be used.
2 . Inconsistency on Plans : Brick veneer on some parts of
the plan indicate that it will be full height one hundred
percent covering; other areas of the plans show that it
will not . Please revise plans correcting brick veneer
areas accordingly.
3 . FiresLopping: In all wood framed walls and partitions,
firestopping consisting of 2-inch nominally-sized lumber
or other approved materials must be installed at all
floor and ceiling levels . Penetrations in this
prescribed firestopping to accommodate wiring, plumbing,
and other similar utility runs rust be packed with
noncombustible materials in an approved manner so as to
prevent the passage of flame. UBC Sec . 2516

Note: Where brick veneer is app: ed over combustible
sheathing, fire stoppinc shall be provided
between sheathing and brick veneering.
4 . Occupancy Separation: Not less than one hour fire
resistive occupancy separation shall be provided between
the drive-through "Group M" and the remainder of the
building "Group A Division 3" . Provide this office and
Tigard Building Department with details of fire resistive
systems as noted earlier for this separation.
• Note: Needed fire resistiveness may be achieved by
utilizing brick veneer for a one hour, however,
documentation should be provided showing the
brick being used will comply with one hour
system.
5 . Landing§ -.tDoors : There must be a floor or landing on
each side of all doors . The floor or landing must not
be more than one-inch lower than the threshold of the
doorway unless serving access for the physically
handicapped. UBC Sec . 3304 (h)
6 . Hardware Schedule: Hardware schedule was not found with
these plans . Exits other than the main exit out of the
building shall not he provided with latch or lock, unless
it is panic hardware. Main door may be provided with key
lock, provided it will comply with Uniform Building
Section 3318(a) Exception.
7 . Ramps : Where ramps are installed, they shall comply with
Uniform Building Code Section 3307 . Please note maximum
slope and handrail surface requirements, etc .
8 . Address Requires:: The tenant space number must be
prominently displayed on the street front where it is
readily visible to drivers and officers of responding
fire apparatus and other emergency vehicles . UFC Sec .

9 . Fire Extinguisher Requirements: Not less than one ( 1 )
approved fire extinguisher(s) with rating of nct less
than 2A10B:C shall be provided for each 1, 500 square feet
of floor area or fraction thereof . The travel distance
to an extinguisher from any portion of the building shall
not exceed 75 feet. UFC Standard 10-1

10 . Waste Storage: Commercial dumpsters and containers with
an individual capacity of 1 . 5 cubic yards or greater
shall not be stored or placed within 5-feet of
combustible wall openings or combustible roof/eave lines .
For areas containing dumpsters or containers protected
by approved automatic sprinkler systems, the above may
be waived. UFC Sec . 11 . 201(d)
11 . Flammable and Combustible Liquids: Flammable and
combustible liquids shall not be stored in a Group A
Occupancies unless it is stored in compliance with the
Uniform Fire Code. If gas for lawn mower or minor
maintenance is contemplated, then please provide
documentation es to how this material will be stored.
12 . Inspections : It is the understanding of this Plans
Examiner that this building will be constructed over a
weekend. Special requirements shall be made vitas this
office for on-duty inspection to be paid for by the
church. Current rates of Fire District are $30 . 00 per
hour. Please contact myself or Jerry Runyan to ,hake
arrangements for inspector on-site during construction.
13 . Approved Plans on Job Site: One set of approved plans
bearing the stamps of the building department issuing t}
construction permit and this office .oust be maintained
on the project site throughout all phases of construction
and must be made available to building and fire
inspectors for reference during required construction
inspections . UBC Sec . 303
14 . Required Occupancy Certificate: Prior to the use and
occupancy of the project (space) , a certificate of
occupancy or other written instrument of approval must
be obtained from the building department issuing the
