Call to Order and Roll Call The meeting was called to order at 7:00 p.m. by Wayne Gross. 2. Approval of Minutes: March 12, 2018 Scott Winkles moved to approve the March 12, 2018 meeting minutes. Claudia Ciobanu seconded the motion. The minutes were approved by a unanimous vote of the board members present with Wayne Gross, Linda Shaw, Scott Winkels, Ben Holmes, Claudia Ciobanu, and Troy Mears, voting yes. Dave Brown abstained. 3. Comments from the Audience • Marissa Grass, Public Work's Community Engagement Coordinator, shared about a new outreach on the City of Tigard's website entitled "Your City at Work". One of the stories representing Parks & Recreation "Concerts in the Park" had over 12,000 views. o Marissa also provided handouts, flyers, and brochures containing information about the City of Tigard's upcoming levy. 4. Complex Tree Removal: Arbor Heights Apartments • A public hearing was held for Complex Tree Removal at the Abor Heights Apartments, case number TRC2018-00001, The request to remove 3 Sycamore trees behind the pool area, adjacent to SW Royalty Parkway. o Troy Mears moved to approve the removal of 3 Sycamore trees behind the pool area, adjacent to SW Royalty Parkway. Linda Shaw seconded the motion. The removal was approved by a unanimous vote of the board members Wayne Gross, Linda Shaw, Scott Winkels, Ben Holmes, Claudia Ciobanu, Troy Mears, and Dave Brown voting yes. 5. Discussion of Transient Lodging Tax • The board members continued their discussion about properties in the City of Tigard, weighing the pros and cons for their ability to become a revenue generating property. • Invitations for vendors to attend the June PRAB meeting will be extended to help gather ideas for the City of Tigard properties. Parks and Recreation Updates Mr. McKnight gave the following updates: • Shelter reservations are now open. • Little League's Opening ceremony was rained out. • All sports fields will continue to be monitored for playability, due to rain. • Park staff continues work with the Tigard Police Department and Social Services to monitor homeless situations in Tigard's area parks, including Woodard Park and Dirksen Nature Center. • Tree issues arose after the weekend storm, a contract arborist took down a mature tree on the city property, to prevent it from hitting a house. Mr. Martin gave the following update: • This year Recreation Coordinator Anthony Markey implemented charging a fee to participate in the Egg Hunt, approximately 780 kids participated. Both sponsors and citizens had positive feedback about the event. • City Manager Marty Wine announced the second tier of cuts if a levy does not pass in June of 2019 and one of the cuts would be the recreation program. 7. Non —Agenda Items • PRAB applications are now open, as the current term will end June 30, 2018. • Code changes for PRAB will go before city council at the May 8, 2018 meeting. • There was a brief discussion regarding River Terrace Parks. 8. Executive Session An executive session was not held. 9.
