1 . Minutes of the last meeting were missing . The process
of rotating secretary was abolished and Don Miller- was
appointedtsecretary. Margaret Nolan volunteered to
substitute when Mr. Miller was absent .
2 . Mr. Wooley , City Engineer, discussed the answers to our
questions from the last meeting . ( 1 ) The drainage detension
areas and what could be done with these . This included the
possible elimination of the `31st & Steve detention pond .
This would require the owner-,5 to petition the city to tEke
over the maintenance of the pond . This would include
dedication of the pond to the City and elimination of the
LID . It was suggested that this process be explained to the
owner of the property included in the Sleepy Hollow (78th &
Spruce) LID . This pond has been privately maintained . (2)
The ODOT pians for the Metzger area. Mr. Wolley said that
these plans have been moved back to possibly 1991 for
completion . (3) The various techniques of street
improvements, ie. half streets vs 2/3 street vs full street
vs offstreet asphalt pathways; which can be done in the
Metzger area.
3. The idea of Block: Grant Matching Funds (CDBG) to finance
some of the desired impr oveiments was presented . Two
proposals already entered by the County were discussed since
these were the only ones in consideration at this time.
There was a motion and second to back the pathway proposal
near the Metzger Elem. School . The motion passed
unanimously . A second motion was entered and seconded to
commit 'a sum of $50,000 to back the CDBG proposal . -'HE Sc`CO'VZ)

4. The committee asked Mr . Wooley to check on existing or
to run traffic studies on the following streets : ( 1 ) Locust ,
(2) Ffaffl e, (3) 90th , and (4) Oak: to help establish our
final priority list of improvements . Locust and Pfaffle
were the streets of higest priority.
S. A preliminary list of improvements were presented fog^
further discussion by the committee . The following is the
list with no order of priority:
(1 ) Street lighting - complete or specific areas
(2) 2/3 street improvement on Locust street
(3) 1/2 street improvement on Pfaffle street
(4) 1/2 street improvement on 90th street - school
side
(5) street improvement on Oak: street
6 . The ne;:t meeting will be at 7:00 P .M . on December 1 ,
1987 .
