Specifically, the applicant proposes to:modify existing entries on Building D(located on Tax Lot 600), and add a new entry on Building F (located on Tax Lot 1201);modify on-site parking and on-site landscaping;upgrade existing on-site pedestrian walkways; and construct one (1) new on-site pedestrian walkway. The I-P zone provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review,design and development standards in the I-P zone have been adopted to ensure that developments will be well-integrated, attractively landscaped, and pedestrian-friendly. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located south of SW Upper Boones Ferry Road,north and east of SW Durham Road, and west of SW 72nd Avenue. The 11.99-acre site is made up of two (2) tax lots (WCTM 2S113AB,Tax Lots 600 and 1201), which contain five (5) existing buildings (Buildings B, C, D, E, and F), with associated parking and landscaping. The subject properties are part of the PacTrust Business Center. In February 2013, the City of Tigard Planning Commission approved a Zone Change for the subject properties (Case No. ZON2012-00003) from Light Industrial (I-L) to Industrial Park (I-P). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.780 Site Development Review: 18.780.050 Minor Modifications C. Approval criteria. The approval authority shall approve or approve with conditions an application for a minor modification when all of the following are met: 1. The proposed development is in compliance with all applicable requirements of this title;and The applicant is proposing a minor modification for two (2) properties at the existing PacTrust Business Center(WCTM 2S113AB,Tax Lots 600 and 1201). Specifically,the applicant proposes to modify existing entries on the eastern facade of Building D (located on Tax Lot 600), and to add a new entry on the southern facade of Building F (located on Tax Lot 1201). No changes to the building footprints are proposed. Staff reviewed the applicant's plans to determine the proposed building entries meet all applicable development standards for the I-P zone, as outlined in TDC Table 18.130.2. The applicant proposes to add ADA-accessible parking adjacent to the modified entries on Building D, and to fill in a dock area adjacent to the south side of Building F, in order to create additional parking. The table below provides the following information for each of the buildings located on the subject properties: gross floor area, use category (TDC Chapter 18.60 Use Categories), and minimum off-street parking ratio (TDC Table 18.310.2). Parking counts are outlined in the table below. In February 2013, the City of Tigard Planning Commission approved a Zone Change for the subject properties from I-L to I-P (Case No. ZON2012-00003). This Zone Change also included approval for a reduction to the minimum landscape requirement from 25 percent (as required in the I-P zone) to 20 percent. Accordingly, staff reviewed the applicant's proposed landscaping plans to confirm that both properties will continue to exceed the 20 percent minimum landscape requirement. Additionally, the applicant proposes to upgrade existing on-site pedestrian walkways, and to construct one (1) new on-site pedestrian walkway, adjacent to the south side of Building F. Staff reviewed the applicant's plans to determine that this proposal meets the applicable standards for walkway location, design, and pedestrian safety, as outlined in TDC 18.920.030.F. Furthermore, the applicant proposes minor site upgrades,in order to comply with ADA standards, such as installing ADA truncated domes, and creating additional ADA parking. The Building Official will review this proposal for compliance with all applicable ADA standards at the time of building permit submittal. Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are met. This criterion is met. 2. The modification is not a major modification. The applicant is not proposing any of the changes outlined in TDC 18.780.040.B.Therefore,this proposal is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification an existing development and is in compliance with the applicable requirements of this Title. SECTION V.
