APPLICATION SUMMARY FILE NAME: SKMV Properties, LLC CASE NO.: Minor Modification (MMD) MMD2017-00045 PROPOSAL: The applicant is proposing a minor modification to an existing development,located at 12155 SW Grant Avenue. Specifically, the applicant proposes to remove 1,435 square feet of on-site landscaping, and to reconfigure the on-site parking lot by removing three(3)existing parking spaces,and creating seven(7)new parking spaces in the area where the landscaping will be removed. The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts,e.g.,noise,glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review,design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped,and pedestrian-friendly. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.360.060.0 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. MMD2017-00045 SKMV Properties,LLC 1 THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 12155 SW Grant Avenue; north of Fanno Creek, northwest of SW Grant Avenue, and south of SW Tigard Street. The 1.20-acre development site is made up of one (1) tax lot (WCTM 2S102BA, Tax Lot 800), and contains one (1) industrial building with associated parking and landscaping.The subject property is partially located in the Clean Water Services Vegetated Corridor and the Special Flood Hazard Area; however, the proposed scope of work is located outside these Sensitive Lands. The property is zoned Industrial Park (I-P). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a Minor Modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The applicant is proposing a minor modification to an existing development, located at 12155 SW Grant Avenue. Specifically, the applicant proposes to remove 1,435 square feet of on-site landscaping,and to reconfigure the on-site parking lot by removing three (3) existing parking spaces,and creating seven (7) new parking spaces in the area where the landscaping will be removed. Staff reviewed the applicant's narrative and submitted site plan to confirm the development continues to exceed the 25 percent minimum landscape requirement (TDC Table 18.530.2), even with the proposed 1,435-square- foot landscaping reduction. The subject site contains a 11,300-square-foot industrial building that is occupied by industrial services. Accordingly, the minimum off-street parking requirement for this site is 10 spaces (0.8 parking spaces for every 1,000 square feet, as outlined in TDC Table 18.765.2). Based on the applicant's narrative and submitted site plan, staff finds there is adequate parking at the development site,with 23 parking spaces provided. Upon review of the applicant's materials, staff finds that all other applicable requirements are met.This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do not apply. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Tide. SECTION V. The site has 1.25 acres (54,609 SF) and is Zoned I-P Industrial Park. As existing, the site has 19,059 square feet of landscaping area which equates to 34.9% of the site area. This exceeds the 25% minimum landscaping requirement for I-P zoning. With the proposed Minor Modification the on-site landscaping area will be reduced 1,435 square feet to 17,624 square feet or 32% of the site area. With the proposed modification the site will still exceed the 25% minimum I-P zoning landscaping requirement. 18.765 Off-Street Parking and Loading Requirements (Table 18.765.2) The property has one industrial building with 11,300 square feet. The primary tenant use is warehouse with supporting office.
