The C-G zone is designed to accommodate a full range of retail, office and civic uses with a city-wide and even regional trade area. Except where non-conforming, residential uses are limited to single-family residences that are located on the same site as a permitted use. A wide range of uses, including but not limited to adult entertainment, automotive equipment repair and storage, mini-warehouses, utilities, heliports, medical centers, major event entertainment,and gasoline stations,are permitted conditionally. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 11745 SW Pacific Highway,Suite 100;on the north side of SW Pacific Highway, east of Highway 217, and west of SW 78th Avenue. The site is occupied by a 32,380-square-foot commercial building, with associated parking and landscaping. The subject building contains two (2) tenant spaces: the larger space (approximately 22,594 square feet in size) is currently occupied by a sales- oriented retail use (Cash&Carry),and the smaller space (approximately 9,786 square feet in size) will be changing from a bulk sales use to sales-oriented retail. In 2002, the City of Tigard Planning Division approved a Site Development Review for a change of use to the larger space from bulk sales to sales- oriented retail (Case No. SDR2002-00017). The property is zoned General Commercial (C-G). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.780 Site Development Review: 18.780.050 Minor Modifications C. Approval criteria. The approval authority shall approve or approve with conditions an application for a minor modification when all of the following are met: 1. The proposed development is in compliance with all applicable requirements of this title;and The applicant is proposing a change of use from bulk sales to sales-oriented retail, which primarily impacts off-street parking requirements. The subject building contains two (2) tenant spaces: the larger space (approximately 22,594 square feet in size) is currently occupied by a sales-oriented retail use (Cash & Carry), and the smaller space (approximately 9,786 square feet in size) will be changing from a bulk sales use to sales-oriented retail.As outlined in'IDC Table 18.310.2,sales-oriented retail has a minimum off-street parking requirement of 3.0 spaces for every 1,000 square feet.Accordingly, staff finds the total minimum off-street parking requirement for this development is 98 spaces. Based on the applicant's submitted site plan, staff finds there is adequate parking,with 102 spaces provided. The applicant proposes to restripe the existing on-site parking lot. Staff reviewed the applicant's site plan to confirm that the proposed restriping complies with the parking lot striping standards in 'IDC 18.310.040.I. The applicant also proposes to add one (1) new exterior door and two (2) new exterior overhead doors on the building's eastern facade. Based on the applicant's submitted site plan and elevation drawing,staff finds this proposal meets all applicable development standards for the C-G zone, as outlined in IDC Table 18.120.3. Upon review of the applicant's plans and narrative,staff finds that all other applicable requirements are met. This criterion is met. 2. The modification is not a major modification. MMD2018-00006 4 Wheel Parts 2 The applicant is not proposing any of the changes outlined in TDC 18.780.040.B.Therefore,this proposal is not a major modification.This criterion is met. CONCLUSION: The proposal is a minor modification an existing development and is in compliance with the applicable requirements of this Title. SECTION V. The scope of work outlined for the site is shown on the attached AS1.0 Site Plan and is limited to re-striping the existing parking which currently defined on site and will not involve any re-working of existing parking on site. In addition the tenant will refurbish landscaping as required and price as an alternate to re-seal the parking lot. The exterior of the building will be painted on the Front/South and Right/ East facades per the attached color scheme. In addition, 3 new openings will be made on the East facade to accommodate 2 new overhead doors and 1 new egress door location.
