The applicant shall plant a replacement tree for each tree removed in accordance
with the Street Tree Planting Standards in Section 2, part 1 of the Urban Forestry
Manual. Existing trees may be considered as replacement trees if they meet all
applicable species, size, condition and location requirements in Section 2, part 1
and were not already required to be planted or preserved by the Tigard Municipal
Code.
This decision is final and valid for a period of up to one year after issuance unless
otherwise specified. Nothing prevents you from submitting another tree permit

Morgan Holen &Associates was contracted by Leadership Circle to provide consulting arborist services
for the Natural Grocers project at 13125 SW Pacific Highway in Tigard,Oregon.The site is currently
under construction. I was contacted by you on April 26,2018 regarding potential impacts to one off-site
tree located in the public right-of-way on the south side of School Street adjacent to O'Reilly Auto Parts
at 13145 SW Pacific Highway. I visited the site with you on April 27, 2018 in order to assess the potential
impacts.This memorandum provides documentation of the site assessment and arborist
recommendations in support of a Simple Street Tree Removal Permit Application.
The subject tree is a 14-inch diameter red maple.The tree has large and expansive surface roots and
root plates where roots have fused together.This tree is not included in the Urban Forestry Plan for the
project because it is located well off-site and no impacts were originally anticipated. Now that the
building is in place,it is clear that the fire line and domestic water line taps connecting from the building
across School Street are both located within the root structure of the subject tree.The photographs
provided below show the subject tree along with two stakes identifying the approximate locations for
Natural Grocers'connection of fire and domestic water mains and white ground marking paint
identifying the approximate area of excavation that is required.The required excavation is too close to
the tree trunk to avoid critical root impacts that will jeopardize the health and stability of the tree.
Therefore, removal of the tree is recommended.

Section 3 of the City's Urban Forestry Manual provides the criteria for street tree removal.At least one
of the relevant criteria shall be met in order for the city manager or designee to approve the removal of
a street tree. In this case,Section 3,Part 1.B, Item 10 is applicable: "Tree removal is required for the
purposes of an approved building or land use permit, utility or infrastructure installation or utility or
infrastructure repair." Removal of the subject tree is required for the purposes of an approved utility
installation because the tree cannot be adequately protected considering the required excavation in
proximity to the tree's critical root structure.
A Tree Removal Permit Application is required. Please attach this memorandum to the application,along
with the enclosed site plans showing an aerial image of the subject tree and the approximate location of
the water line connections on a mark-up of the previously approved Tree Preservation and Removal Site
Plan. Note that two copies of this documentation are required to be submitted with the application.
Since the removal criteria are satisfied, a Simple Review Process is applicable and there is no filing fee.
Section 3, Part 1.0 notes that city manager or designee shall condition the removal of a street tree upon
the planting of a replacement tree in accordance with the Street Tree Planting Standards in Section 2,
Part 1 of the Urban Forestry Manual.One minimum 1.5-inch caliper size replacement tree will be
required and a red maple is recommended.The new tree shall be installed 30-to 40-feet from other
existing street trees within the same right-of-way as the tree that was removed,and not closer than:4-
feet from any fire hydrant, utility box or utility pole;2-feet from any underground utility; 10-feet from a
street light standard; and, 20-feet from a street right-of-way corner.Coordinate with O'Reilly Auto Parts
in regard to the replanting location in order to avoid blocking their sign on the building as the tree grows.
Alternatively,Section 2, Part 1.1 provides that the city manager or designee may allow for an "in lieu of
planting fee" equivalent to the city's cost to plant a street tree per the standards in Section 2, part 1 of
the Urban Forestry Manual; payment of an in lieu of planting fee of$566 shall satisfy the street tree
planting requirement if allowed by the City.
The client may choose to accept or disregard the recommendations contained herein,or seek additional
