1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:31 p.m.
2. Approval of Minutes — March 14, 2018
Commissioner Inman moved to approve the March 14, 2018, minutes as amended.
Commissioner Jehnke seconded the motion. The motion passed by a majority vote
of the commissioners present, with Commissioners Henschel,Jehnke, and Inman
voting yes. Commissioner Woodard abstained.

4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of March was 4.06 million gallons per day
(mgd). This usage is typical for this time of year, matching our 10-year data, and
slightly higher from last year by .1 mgd. Flows in April are still around 4 mgd,
with lower temperatures.
• In the month of March, there was a change in aquifer storage recovery (ASR)
conditions based on testing ASR well no. 1. Stored water for ASR well no. 1 is
approximately 48 days of supply based on 1,000 gallons per minute (gpm)
recovery rates. ASR well no. 2 has 81 days of supply based on 1,500 gpm
recovery rates.
• The April 10 Bonita Pump Station data indicates a pH of 8 with 0.98 mg/L
chlorine residual, 20 mg/L alkalinity, and water temperature of 9.1 centigrade
(48 degrees F).
• Staff received six water quality complaints in March—four involving discolored
water, and two related to taste or odor. Crews were directionally flushing in the
550 zone near River Terrace development, which caused the discolored water
complaints. The two chlorine taste/odor complaints are being monitored. Each
of these calls resulted in dispatching a crew to conduct flushing to improve
water quality, including the discolored water complaints. Staff generally
conducts water flushing to improve water quality.
• Water treatment plant operations continue to be normal during the month of
March. Ozone is fully functional and operating without any problems reported
by Lake Oswego Tigard Water Treatment Plant staff.
• Clackamas River USGS information reports that the river is flowing at 6,280
cubic feet per second (cfs) with a mean value of 3,670 cfs. These flows are
above our conditional use parameters for March. Water temperature is 45
degrees F, with a pH of 7.4, and turbidity at 2.8 NTU. All of these parameters
appear seasonally normal.
5. Informational Items
Commissioner Henschel gave a brief update on the status of the water service
agreement with the Tigard Water District and the City of Durham.

6. Non-Agenda Items
Mr. Goodrich informed the board that as budget information for FY 2018-19
becomes available after Monday, April 23, staff will forward that information to
the board. Board members can submit any comments and/or questions about
budget to staff.
The board briefly discussed the status of the governance agreement between the
City of Lake Oswego and Tigard.
