Tigard Public Library Board — Minutes
MEETING DATE/TIME: Wednesday, September 9,2015 7 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Chair Scott Hancock called to order the September 9,2015 Tigard Library Board at 7:01 p.m.
2. ROLL CALL
Present at the meeting were: Scott Hancock,Linda Monahan,Michelle Taylor,Jan Thenell,Nicci Walker
and Cole Weber;Library Director Margaret Barnes and Executive Assistant Alison Grimes. Katie Harris
was excused.
3. APPROVE MINUTES
The minutes from the August 12, 2015 Library Board were reviewed and approved.

4. AGENDA ADDITIONS AND DELETIONS
Add Levy Letter after Item #8 —Library Operations.
5. CALL TO THE PUBLIC
Lorena Stewart,previous Board alternate, attended tonight's meeting. On behalf of the Board,Hancock
acknowledged Stewart's and the remaining departing Board members: Laura Cadiz,Dan Snyder and John
Storhm's dedication to and support of the library. Their commitment to serve either a two-or four-year
term was greatly appreciated. Barnes informed Stewart that a bookplate honoring her service and the
service of the other departing Board members would be placed in a children's book. The departing Board
members will be notified of the book's title by mail.
Craig Carter,Library Circulation Manager,was the staff guest for tonight's meeting. Carter's been with the
Library since 1999. Starting out as a 15-hour a pay period temp, two months later he became a Circulation
supervisor. He held that position until July of 2006,when he applied for, and won, the position of
Circulation Manager. Carter told the Board that he loves his job and feels there is a high level of integrity in
Tigard staff.

LIBRARY STRATEGIC PLAN
Barnes distributed final draft copies of the plan to the Board. The board's role in the Plan will be to
promote the library's core mission of connecting people with books while looking to the future. The 2015—
2020 Goals for this five-year plan are:
■ Be an Informed Citizen
o Local,National and World Affairs
■ Express Creativity
o Create and Share Content
■ Stimulate Imagination
o Reading,Viewing and Listening for Pleasure
When the document is finalized,it will be available on the Library's web page.
6. WCCLS OPERATIONAL LEVY
This replacement levy,if passed,replaces a 5-year levy that expires in June 2016. The rate would be 22¢per
$1,000 of assessed value, an increase of 5¢ over the current rate. If the levy passes,Tigard City Council has
agreed to reinstate Thursday hours. The funding will be enough to provide staff for the public service desks
—no programs or special events would occur. Library staff will be attending various events in Tigard to pass
out information and talk to residents about the levy. Barnes noted that this would be a great opportunity
for members of the Board to help at upcoming events—Farmers'Markets and the Downtown Street Fair.
Weber,Walker and Hancock all said they would be able to help at one of the events. Barnes also said if any
of the Board members know of an event where she would be able to speak about the levy to let her know.
Levy information will also be enclosed in the October utility bill. Levy rack cards were passed out that will
be given to patrons when they check out at the Circulation desk.
7. LIBRARY OPERATIONS
The Summer Reading program is officially over; this year saw the highest sign-up numbers in both children
and adults. The August statistic report was distributed and reviewed. Automated Materials Handling
(AMH) should become very efficient once all the bugs are worked out. Several new staff has been hired to
fill positions in several divisions.
S. LEVY LETTER FROM BOARD TO CITY COUNCIL
The letter to City Council,reviewed during last month's meeting and tweaked slightly,was presented to the
Board for their final review and approval. The letter thanks Council for adopting Resolution 15 in support
of the WCCLS levy and reiterates the understanding that if the levy passes, the library will receive funding to
re-open the library on Thursdays.

The letter was then passed around to obtain signatures.
9. ELECTION OF OFFICERS
The floor was opened to receive nominations for the position of Chair. Scott Hancock was nominated by
Thenell as Chair for the Library Board for 2015/2016.

Thenell—Aye Walker—Aye Weber—Aye
Nominations were then opened for the position of Vice-Chair. Monahan nominated Walker and was
seconded by Weber. Thenell then nominated Harris and then a second was received from Hancock. As
there were three votes each for Walker and Harris,Monahan suggested they be Co-Vice Chairs.

10. OTHER BUSINESS
o LIBRARY TRENDS
Barnes distributed an article entitled Strengthening the Library's Strategic Dole which concerned the
importance of libraries as technology gateways and the necessity of keeping abreast of new
technological advances.
Barnes also noted that several different vendors have shown interest in the coffee shop. Joe Barrett
in Purchasing was handling any submitted proposals
Hancock asked about possibly hosting a joint meeting with the Beaverton Library Board early next
year as they had invited Tigard to one of their meetings. Barnes will check with Beaverton's director
and get back to the Board.
11. ADJOURN
There being no further business, the meeting was adjourned at 8:07 p.m. The next meeting of the Tigard
Library Board is scheduled for Wednesday, October 14, 2015 at 7 p.m. in the second floor Conference
Room of the Library, 13500 SW Hall Blvd.,Tigard.
