Tigard Public Library Board — Minutes
MEETING DATE/TIME: Wednesday, October 14, 2015 7 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Chair Scott Hancock called to order the October 14,2015 Tigard Library Board at 7 p.m.
2. ROLL CALL
Present at the meeting were: Scott Hancock,Linda Monahan,Michelle Taylor,Jan Thenell, and Cole Weber;
Alternate Becky Gauthier,Library Director Margaret Barnes and Executive Assistant Alison Grimes. Katie
Harris,Nicci Walker and Alternate Roarke Van Brunt were excused.
3. APPROVE MINUTES
The minutes from the September 9, 2015 Library Board were reviewed and approved.

4. AGENDA ADDITIONS AND DELETIONS
Add Coffee Bar information under#8 Library Operations.
5. CALL TO THE PUBLIC
Allison Arnold,Adult Services Supervisor,was the staff guest this evening. She was enthusiastic about what
she liked best at the Library—people!—staff and patrons. Arnold spoke about some of the duties she has
as a supervisor and noted that staff scheduling took up much of her time. She also handles staff
performance evaluations and is the facilitator for the Troubleshooters group. She handed out the Adult Fall
brochure and the latest computer classes brochure. Arnold has also been doing outreach at the Tigard
Street Fairs and the Farmers Market regarding the upcoming levy.
6. ALA POLICIES
Every year the Library Board reviews and approves or endorses a variety of resolution for the Library.
There were two American Library Association policies on tonight's agenda; The Freedom to Bead and the
Library Bill of Rigbts. After review, the Board endorsed and reaffirmed the Library Bill of Bights.

The Freedom to Read was tabled until next month to give the Board time to review it. It will be emailed to the
Board along with November's agenda and October's minutes.
7. WCCLS OPERATIONAL LEVY
Promotion of the WCCLS Operational Levy is in full swing. Rack cards are being placed in patron's books
and they're also being distributed in the city's water bills. There is a video on You Tube. Yard signs are
being placed at various locations, there have been positive Letters to the Editor and even Tigard Times lent its
support. Margaret has also spoken at various meetings to promote the levy. If the levy passes,it would only
restore being open on Thursday,no additional programs, just staff manning the reference desks.
8. LIBRARY OPERATIONS
Various statistics were handed out to Board members: monthly Library statistics, ebook circulation and
September circulation stats from the county were handed out. Lots of programming occurred in October;
the `Walk n Roll'program was a success again. Barnes noted that we'll start to see data from the Automated
Materials Handling equipment next month. The issue with the outside drop has been corrected and patrons
can now choose to have the receipt printed out. Several new staff has joined the Library in Technical
Services,Youth Services and Circulation. We're in the process of interviewing potential vendors for the
coffee bar. Another one will be interviewed next month.
9. OTHER BUSINESS
o Discussion was held regarding hosting the Beaverton Library Board at Tigard, either in January or
February. The Board will think about it and discuss it again during the November meeting.
o As the November Board meeting would fall on November 11,Veterans Day,where City offices
would be closed, the Board discussed other options. It was decided to reschedule the November
meeting from Wednesday,November 11 to Wednesday,November 18.

o LIBRARY TRENDS
Barnes briefly discussed an Interim Library of Congress article. She'll bring it in for the Board next
month.
10. ADJOURN
There being no further business, the meeting was adjourned at 8 p.m. The next meeting of the Tigard
Library Board is scheduled for Wednesday,November 18, 2015 at 7 p.m. in the second floor Conference
Room of the Library, 13500 SW Hall Blvd.,Tigard.
