Komarek, P.E., Project Director-Lake Oswego -Tigard Water Partnership SUBJECT: Lake Oswego/Tigard Water Supply Expansion Project-implementation and Cost Update DATE: May 16, 2012 ACTION: Information only This study session provides the Technical Committee (TC) of the partner cities an opportunity to present to the Joint Councils: 1. An update on program progress and status. 2. An update on program costs commensurate with 30% design development. 3. A preview of key events for the next six months. In addition,this study session provides an opportunity for the partner cities to engage their fellow Councilors in discussion of the overall program progress. INTRODUCTION/BACKGROUND The project definition phase for the partners began in early 2010. Objectives for this phase of work were to: • Verify and refine the preliminary supply concepts developed and published in a report by Carollo Engineers.1 • Select a preferred water treatment process that would achieve the treated water quality objectives of the partners and that would guide subsequent preliminary and final design decisions. • Engage an independent consulting firm to conduct a value planning study that would challenge the assumptions and recommendations contained within the Carollo Report and the preliminary "The City of Lake Oswego and Tigard Water Service Area Draft Joint Water Supply System Analysis",Carollo Engineers,July 2007. Page 2 findings of project definition efforts conducted by the Program Management Team ("PMT")2. • Develop a program-wide implementation schedule that would guide subsequent planning, permitting, land use, design, and financing efforts to achieve project commissioning no later than July 1, 2016. • Update program costs and allocations among the parties to the Agreement. • Complete the project definition phase and consider the findings of the value planning team in the development of a Supply Facilities Capital Improvement Program ("SFCIP"). • Present the draft SFCIP to the partnership Oversight Committee ("OVC") and secure OVC endorsement of the draft SFCIP. • Present the draft SFCIP as endorsed by the OVC to the respective councils of the partners and secure adoption of the SFCIP as required by the Partnership Intergovernmental Agreement ("Agreement"). • Proceed to implement all planning, permitting and design efforts based on the adopted SFCIP. Since early 2010,the PMT has accomplished the following major milestones: • Selected a preferred water treatment technology consisting of ballasted clarification treatment with Ozone. • Completed a project definition phase which vetted and further refined preliminary facilities concepts developed during a prior engineering feasibility study. • Completed a Value Planning study performed by an independent team of engineers and construction professionals. • Completed a Supply Facilities Capital Improvement Program (SFCIP) plan. As required by the IGA the SFCIP was adopted by the councils' of the partner cities in late 2010 and was incorporated into the IGA as an exhibit. • Undertook and completed four, separate competitive qualifications-based selection processes to select engineering consulting firms to design each of four design packages for the program. These packages are: o Water treatment plant(WTP). o Supervisory control and data acquisition (SCADA). o Raw (untreated) and Finished (treated)water pipelines(RWP/FWP). o River intake pump station, Waluga Reservoir#2 and Bonita pump station (RIPS/WR2/BPS). • Completed utility financial analyses necessary to inform rate setting actions taken by the partner cities to assure adequate funding for program activities. • Conducted in excess of 180 meetings with neighborhood associations, property owners, city council's and state and federal legislators representing the communities of Gladstone, West Linn, Lake Oswego,Tigard, un-incorporated Clackamas County, and the State. • Received Conditional Use and Design Review approval for the planned new RIPS located in Gladstone. 2 As used herein the Program Management Team is comprised of Program Manager Brown and Caldwell and technical staff from the cities of Lake Oswego and Tigard. Page 3 • Submitted and received a recommendation for land use approval from West Linn planning staff for an expansion of the Lake Oswego WTP. • Submitted the Joint Permit Application for all construction related activities that occur within or on lands under the purview of federal and state regulatory authorities. • Completed more than a dozen property appraisals necessary to acquire easements and property in fee for pipelines, and the planned new BPS. • Completed a pilot treatment study at the WTP to confirm conceptual flocculation/filtration rates and ozone doses to achieve finished water quality objectives. This data will be used in the final design of ballasted flocculation, filtration, and ozone facilities design. • Completed a pilot treatment study of screw press solids dewatering equipment to confirm and accept this type of equipment for dewatering plant solids as recommended by the value planning team. PROGRAM PLANNING, DESIGN, PERMITTING, AND COST ESTIMATE UPDATE Program staff will present information to the Joint Councils in the form of a Power Point presentation, a copy of which is attached to this report. The PMT looks forward to engaging the Joint Council's in discussion of this updated information.
