Washington County ~ MU184002 ~ Washington County Human Trafficking Task Force Washington County Human Trafficking Task Force Memorandum of Understanding (MMU) March 1,2018 This Memorandum of Understanding (MOU)is entered into by and between, Washington County District Attorney's Office Department of Human Services-Washington County Safety Compass Beaverton Police Department Hillsboro Police Department Washington County Sheriff's Office Tigard Police Department Washington County Juvenile Department Cares Northwest A. Purpose. The purpose of this MOU is to formalize our roles on the Washington County Human Trafficking Task Force(WCHTTF)and vested interest in collaborating to achieve the task force's overarching goal to combat human trafficking in Washington County, Oregon. B. Key Activities. It is expected that all task force members actively collaborate and participate in the following activities: 1)sustainability planning:Ail task force members will contribute ideas, information,and resources toward the development of plans for sustaining the work of the task force, resources for victims of human trafficking in our community,and ongoing outreach and awareness efforts through collaboration with both members of the task force and community partners.This may include establishing and overseeing sub-committees to achieve specific objectives related to sustainability, 2)development and execution of the work plan: All members of the task force will be actively engaged in the development and execution of this task force's work plan.This can include assumption of responsibility for designated tasks as an individual or group to achieve the common goals of the task force. Members may identify resources outside of the task force to assist in completing these goals, but this should be discussed with the task force prior to doing so. 3)delivering and receiving trainings: All members of the WCHTTF will participate through contribution of ideas, information and resources in creating and implementing a human trafficking specific training strategy for Washington County first responders, community service providers,and members. In addition,task force members will be expected to identify and attend ongoing education on the topic(s)of human trafficking,task force leadership, or others that would support the work of the task force.Task force members will be expected to participate in training and awareness events as representatives of the WCHTTF and provide information relevant to the work we do.4) meeting CVSD reporting requirements:WCHTTF members will assist in providing oversight to ensure CVSD reporting requirements are met and 5)coordinate and facilitate CVSD site visits. C. Roles and Responsibilities. We are currently in the process of defining our roles with in the WCHTTF through the development of our County's Human Trafficking protocol.This protocol is being written by WCHTTF and will be used to articulate roles for this MOU upon completion.Task Force roles will align with the proposed project's goals,objectives,work plan and logic model. It is our hope that the proposed position of Human Trafficking Coordinator is funded in our county in which case we would hope to have assistance from this individual in developing protocols and necessary MOU's. D. Contributions. All members will be expected to provide expertise in the achievement of our collective goals.Specific contributions of individual task force members have not yet been articulated.Task force members will be expected to provide or advocate for resources to support the work of the task force when possible.
