1. CALL TO ORDER:
Chair Katie Harris called the meeting to order at 7:04 p.m.
2. ROLL CALL

3. APPROVE MINUTES
The minutes from the February 13, 2018 Board meeting were reviewed. No changes
were suggested.
Motion by Mary Bogert. Second by Jean Hart to approve the February 13, 2018
minutes.

5. CALL TO THE PUBLIC
Library staff member Rachael Hyde, Library Assistant-Readers Services was our
scheduled guest for this evening, but was not able to attend.

6. LIBRARY OPERATIONS
A copy of the summary of the EDGE report was distributed to the Board. Margaret
Barnes explained the layout of the report and summarized the results. A brief
discussion ensued.
The February 2018 statistical report was distributed.
The 2018 Annual Patron Survey was completed the second week of February. Two
reports were distributed to the Board. The first report contained the raw data from
the survey. The second report was a sampling of comments pulled from the
thousands of comments submitted for questions 9 and 10 on the survey. Question 9
read: What would you consider to be the greatest benefit of the library to you or the
community? Number 10 was asking for suggestions and comments. Barnes stated
there have been suggestions from past surveys that have been implemented—the
comments are truly appreciated by library staff.
The Board read through the comments and reiterated the value the library
contributes to the community. Services provided by the library levels out the playing
field for all patrons of varying socio/economic demographics.
7. DISCUSSION OF LOCAL OPTION LEVY
A handout for the local option levy was distributed to the Board. The election will take
place on Tuesday May 15, 2018. Measure Number 34-283 has been assigned to this
levy. The rate of $1.18/$1,000 assessed value has been determined. A discussion
ensued regarding the city limit boundaries and which developments are included as
Tigard residents.
Speaking opportunities for Board members to address the levy at various upcoming
events were discussed.The opportunities will be compiled and distributed to the Board
via e-mail so members can check schedules for availability.
8. DISCUSSION OF JOINT MEETING WITH CITY COUNCIL
The Library Board will be meeting with the City Council for their annual Joint Meeting
on Tuesday, April 17, 2018 at 6:30 p.m. This will be a 20-30 minute meeting with the
Council.
Board members discussed their plan for the upcoming meeting. Chair Katie Harris will
begin the meeting by sharing the overarching key points with the Council— linking
them all together and emphasizing the library as the hub of the community.

Several one minute videos are being created about library programs. If the videos are
completed by April 17, the Board will present them to the Council. If a video is not
complete, staff may create a quick video of one of the children's program similar to
what was shared last year.
The Board will share the story underlying the statistics regarding turnover rates of the
collection; the number of new items added to the collection per year; that nearly 1,000
people visit the library per day; and the library circulated over one million items last
fiscal year.
The third item the Board would like to address with the Council are the statistical
results of the 2018 Annual Patron Survey. Mary Bogert will highlight comments that
were shared by patrons.
The digital resources available on line through the WCCLS website will also be
highlighted with the Council. Jean Hart will provide a brief overview of Lynda.com.
Screen shots will be prepared as a backup to any technical difficulties that may take
place during the meeting.
The last item will be to discuss support of the levy to the City Council. The Board will
acknowledge the importance of levy and how this levy supports the beliefs and the
mission of this department to maintain its services. The Board will emphasize to the
Council that they get the importance of the levy for the city as a whole.
9. OTHER BUSINESS
It was mentioned that the March issue of Tigard Life has all the library Spring Break
activities listed out.
10. ADJOURNMENT
Chair Harris adjourned the meeting at 8:32 p.m.The next meeting of the Tigard Library
Board is scheduled for Thursday, April 12, 2018 at 7:00 p.m.
