1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:35 p.m.
2. Approval of Minutes —January 10, 2018
Commissioner Jehnke moved to approve the January 10, 2018, minutes.
Commissioner Henschel seconded the motion. The motion passed by unanimous
vote of the commissioners present, with Commissioners Henschel,Jehnke, and
Inman voting yes.
3. Public Comments

4. Water Supply Update
Mr. Goodrich reported:

• Average water use for the month February was 4.03 million gallons per day
(mgd). This usage is typical for this time of year, matching our 10-year data, and
slightly higher than last year by .2 mgd. Flows in March are still around 4 mgd,
with lower temperatures.
• For the month of February, there was no change in aquifer storage recovery
(ASR) well conditions. Stored water for ASR well no. 1 is approximately 53
days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR
well no. 2 has 81 days of supply based on 1,500 gpm recovery rates.
• The March 14 Bonita Pump Station data indicates a pH of 7.8 with 0.92 mg/L
chlorine residual, 20.5 mg/L alkalinity, and water temperature of 8.7 centigrade
(48 degrees F).
• During the month of February, staff received one water quality complaint
related to taste or odor. This call resulted in dispatching a crew to conduct
flushing to improve water quality. Staff generally conducts water flushing to
improve water quality.
• Water treatment plant operations continue to be normal during the month of
February. Ozone is fully functional and operating without any problems
reported by Lake Oswego Tigard Water Treatment Plant staff.
• Clackamas River USGS information reports that the river is flowing at 3,680
cubic feet per second (cfs) with a mean value of 3,550 cfs. These flows are
above our conditional use parameters for February. Water temperature is 43
degrees F, with a pH of 8.0, and turbidity at 1.7 NTU. All of these parameters
appear seasonally normal.
Mr. Goodrich gave a brief update on the status of the Water Watch vs. OWRD
legal case.
5. Preliminary FY 2018-19 Budget Discussion
Mr. Goodrich provided an overview of the Water Operations and CIP budget
process, along with brief details of anticipated changes reflected in the proposed
budget. The proposed budget will be submitted to the city budget committee in
April. Staff will provide an electronic copy of the budget to the board when it
becomes available.

6. Willamette Intake Facility (WIF) Commission IGA Discussion
Mr. Goodrich provided to the board information relating to the February 13, 2018,
council action adopting an ordinance to approve the WIF Commission. This
commission provides governance relating to the joint ownership, operation and
management of the intake facility, and participation in the expansion of the facility
to provide up to 150 million gallons per day of raw water intake capacity for
member water providers. The next step for council action is approval of the
purchase sale agreement for the WIF, scheduled for council consideration on
Tuesday, March 27.

Inman seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioner Henschel,Jehnke, and Inman voting
yes.
