2. Current activities (summarize):
Ed Wegner and Pam Brown will visit area service clubs over the summer to seek
funding assistance for the middle school after-school program.
3. Status of long-term projects:
Liz Newton and Susan Stark Haydon will discuss how to use the results of the
assets survey to implement a Youth Advisory Council. The resources white paper
will be updated this summer.

Meeting Minutes
May 22, 2002
7:30 a.m.
Tigard City Hall
In Attendance: Jeff Ottoman, Pam Brown, Ron Goodpaster, Ed Wegner, Martha
Flotten, Louise Meyers, Margaret Barnes, Robin McFall, Mike
Javens, Mayor Jim Griffith, Bill Monahan, Rich Carlson, Karen
Gardner, Mark Mahon
The meeting began at 7:35 a.m. with self-introductions.
Mayor Griffith mentioned that both the library and school's bonds are passing but the
number of votes required has not been met yet.
Funding for the middle school after-school program—
Ed Wegner distributed a list of needs generated by the schools. Ed and Pam Brown will
distribute these by mail to groups (service clubs, churches, etc.). In August, they will
begin going out to meet with the groups seeking funding. Ed and Pam consider the
funding of transportation to be the toughest challenge. The school district has a citizen
volunteer who has experience writing grants who could help.
Skateboard Park—
Rich Carlson noted the time for submitting logos has passed, tonight the group will
meet to review submittals. The winner will be announced on June 14, the group needs
prizes now. A contract has been signed with a skateboard park designer to develop
concepts. On June 13, the consultant will meet with the group to begin. Over the
summer, the consultant will develop an initial design in phases which will allow
construction in phases. In September, the initial design will be presented to the group
for comments resulting in a modified plan. Of course, once a site is found, other
modifications may be needed.
Site Location
Rich reported that those who live around Summerlake Park oppose siting a park
there. Some Summerlake residents have offered to help find a site in another
location. The Summerlake Park Master Plan will now go forward for adoption by
the city without a skateboard park.
Discussion with the school district about a site at Fowler Middle School will take
place Duane Roberts of the Community Development Department is working on
concepts. The site will be discussed with the school district on June 6.

Clean Water Services (CWS) has land which Rich and Ed Wegner have discussed
with Tom Brian of the board. CWS has two clarifiers identified as going on the
three-acre site around 2015 as part of an expansion. Rich is exploring whether CWS
can move the clarifiers to make room for a skateboard park. Some piping may need
to be moved,plus the question of property cost needs to be resolved. Ed reported
that Tom Brian has discussed this with CWS staff which is now reviewing the
possibility of doing this.
Mark Mahon asked about the CWS property near Durham. Rich noted that CWS
has plans to build on the site within the next five years.
Mike Javens asked about the lower fields at Twality. Bill suggested the possibility
of acquiring land off Sattler to provide to the school district in exchange for
allowing the skateboard park to locate on the Templeton play fields site. Rich noted
that to date the committee has focused on public land and could include this when
looking at privately owned land.
Ron asked about the Fowler site. Rich noted that the long term plans for that site
are not fully known. Much land exists which Duane will evaluate to determine
which land can be built on.
Youth Advisory Council—
Liz briefed the group that a decision had been made to take the results of the Assets
Survey then decide how to get kids involved. Liz will meet with Susan Stark Haydon to
discuss this.
Resource Update—
Liz will schedule the resources update for discussion at the next meeting. She will send
everyone a copy to review for suggested changes at the June meeting. Liz will update
the resources over the next couple of weeks and forward copies to members of the
forum.
Robin McFall of Tigard Recreation Association introduced herself. TRA has been
providing services since 1991. Programs for children ages birth to five are provided,
totally self-funded. An indoor play area, dance program, and others are underway. TRA
will participate in the Forum and will be added to the resource inventory. 60=65 families
are involved in the kid play park, 65 families in dance, and 10-15 families in music.
Over 200 kids participate overall in TRA activities.

Meyers. Incentives are offered to encourage children to read. Performances and special
events will be offered to encourage participation. Martha Flotten is incorporating teen
activities called "Teen Shops" giving them opportunities to be involved in hands-on
things,creating things. Outside activities are being stressed. A reading and reviewing
program for teens will be offered too. Martha is looking for more volunteers to help
with displays and programs. Bi-lingual efforts are also underway. Martha is focusing on
younger teens.
Louise Meyers noted that the Tualatin YMCA offers adventure camps in the summer
and is offering one at a Tigard school. She is working on bringing library outreach to
the camps so students can work on the reading component of the Summer Reading
Program.
Mike Javen noted that the district does not keep buildings open. Pam Brown mentioned
that the Mitch Charter School offers activities for about 150 children.
Ron mentioned that in prior years the YMCA shared the gym at CF Tigard with the
DARE Camp.
Robin noted that TRA has some programs that it offers in the summer.
tigardrecreation.org is their web site. They will offer a summer concert.
The meeting concluded at 8:13 a.m.
