$55,000 IN GRANT FUNDS WERE GIVEN TO THE TIGARD-TUALATIN
SCHOOL DISTRICT FOR THE MIDDLE SCHOOL AFTER-SCHOOL
PROGRAM. MEMBERS OF THE YOUTH FORUM WILL SOLICIT
CONTRIBUTIONS FOR SNACKS AND SUPPLIES FOR THE MIDDLE
SCHOOL AFTER-SCHOOL PROGRAM FROM AREA SERVICE CLUBS
AND CHURCHES.
3. Status of long-term projects:
THE COMMUNITY YOUTH SERVICE PROGRAM INFORMATION
DOCUMENT WILL BE UPDATED THIS SUMMER.

Meeting Minutes
June 19, 2002

Tigard City Hall
In Attendance: Mayor Jim Griffith, Ed Wegner, Rich Carlson, Martha Flotten, Susan
Stark Hayden, Liz Newton, Robin McFall, Mark Mahon, Ken Scheckla,
Pam Brown, Bill Monahan
Mayor Griffith opened the meeting at 7:37 a.m. Liz reminded the committee that we will be
updating the resource document, adding the Tigard Recreation Association and improving
the document. Ken asked Susan to report on the results of a meeting of School District
personnel with Hank March. A discussion was held regarding funding for programs and
whether Hank could be a resource. A discussion was held so that now the District is aware
of the effort. Liz is requesting the report by June 28 so she can update the resource
document.
Skateboard Park—
The logo contest was completed. A winner and two runner ups were selected, announced at
the Balloon Festival, Friday night. Prizes were awarded. Nike and West One Bank
contributed prizes. Forty students submitted entries, all received some level of prize.
The design consultant met with kids last week, the night school ended. The representatives
of Purkiss Rose related well with the kids, ideas for an ideal skateboard park were generated.
The input was representative of our kids. The consultant will prepare an initial design that
will be presented to kids for comment at a meeting the end of July. A third meeting may be
held in mid-September after school opens, so a design can be selected.
Site Location
A meeting was held last week with the School District Superintendent and a Board
Member. Rich described a Tigard Street site on the Fowler Middle School property
which the District has proposed. Rich showed an aerial photo of the site and explained
the potential and concerns. A modular classroom along with parking is on the property
next to the location suggested by the District. Residential properties are near the site on
two sides. The School Board met Monday night to discuss the site. The Board is positive
about pursuing review of the site but requested public input from the neighbors. Last
night the City Council gave similar direction, as a result, City staff will send out notices
to the area residents announcing a meeting such as the Summerlake Park meeting. The
District also suggested installation of play equipment and exploration of a satellite
community policing officer. Rich noted that other sites are also under consideration.
Susan noted that the District received input earlier from citizens that a type of turtle is
suspected to be on this site, thus there is an environmental concern.

Rich hoped that during summer the location can be determined, then the design can be
chosen in the fall, followed by a fund raising effort. Rich will be recruiting people to help
in the fundraising effort. Robin suggested the Meyer's Foundation and Spirit Mountain,
among others, as foundations to consider.
Youth Advisory Council—
Liz distributed the Assets Survey recently completed by the School District. Susan explained
that students in the 7th, 9ffi, and 11th grade completed the survey. It is difficult to gauge if
issues are worse here than elsewhere in the nation. Our results were slightly higher than
Beaverton and Gaston where kids felt more supported. Liz suggested members of the forum ,
review the results for further discussion on youth to follow up with youth on how to
proceed, whether to create a youth advisory council. Martha reported that she attended a
workshop held by the Search Institute on how libraries deliver resources to youth. She noted
she hopes to connect more with students in schools so that she is more recognized by
students and seen as a supporter of youth.
The District plans to share the information with staff at the beginning of the school year, then
with parents, then they can be discussed with youth prior to the Youth Forum drawing
conclusions and taking actions.
Middle School/After School Program-
Susan reported that next year there will be $55, 000 given to the District so that after school
programs can be held, an increase over last year and each of the 5 years of the program. Pam
is finalizing a letter to request funding from potential contributors. Ed and Pam will begin
the campaign in the middle of July and August
September 11 Commemoration-
Liz noted that a national commemoration will be held on September 11. A Portland based
event will occur. In Tigard an evening event is being planned for the evening of September
11 at Cook Park - a low key event for people to gather, probably with music by the Tualatin
Valley Community Band and High School Band. Mayor Griffith suggested that the event be
one that honors a more broad based group of those who were killed or impacted on
September 11, rather than place emphasis on the fire and police personnel. Robin suggested
that we consider honoring everyday heroes.
Other Issues -
Mayor Griffith announced that the butterfly garden has now been opened.
The next meeting will be held on July 17 at 7:30 a.m.
