2. Current activities(summarize): Representatives of the Urban Hope Program explained the
program focus on youth between the ages of 14 and 25 and using music and government
together to use music to result in greatness in character. The program is based in Tigard
and they would like to partner with the city's volunteer program. They also want to
connect with the school district, service clubs, and the city's proposed youth council.
3. Status of long-term projects: Applications for the proposed Youth Council have been
distributed and are due back at the February 19 Youth Forum meeting. The Skate Park
committee held a meeting on January 29. Over 60 citizens attended to discuss the
proposed skate park, sit possibilities, and fundraising. City staff will assemble information
for the group to consider to determine which site may be feasible.

hours). 7 volunteers for 1.25 hours each equals 8.75 volunteer hours.

Mayor Griffith opened the meeting at 7:38 a.m.
Urban Hope Program
Mayor Griffith introduced representatives of the Urban Hope Program, a new organization
in Tigard. Kimberely Dixon,Community Relations Head of the Urban Hope program and
her daughter, Porschae, attended. Kimberely explained the program focus on youth between
the ages of 14 and 25. The focus is on youth,music, and government together to use music to
result in greatness in character. They are working on a project, a compilation CD, involving
youth as participants. They plan to make positive change through imparting positive
messages in music lyrics. Aspects of the music industry, including fiscal and community
responsibility will be stressed to program participants. The program also has an after-school
music project and a focus on initiatives such as "Daddy Goes to School Day' with special
emphasis on fathers being more involved in parenting. They plan a day of activities around
the beginning of the school year,focused on fathers.
A youth coalition is in the formation stages to have youth as a liaison to business and
government. The coalition will have up to 12 youths within the metro area with a hope to
duplicate the coalition in other locales. There is potential for Tigard to have a youth
representative on the coalition. The program also plans to have youth working in the
program offices. An urban enterprises program is proposed with youth owning and
operating businesses.
The program is based in Tigard, but they plan to launch their music program out of Jefferson
High School in Portland, which has a renowned music program. They recognize Tigard's
volunteer program success and would like to partner with us. On February 15, the Portland
Trailblazers will hold a special Urban Hope Night. In addition, the program will partner
with Northwest Medical Teams. As Kimberely stated, "music is the hook." They have noted
music professionals involved on their board of directors. The CD, which they plan to
produce,will come out either this summer or in 2004.
Kimberely emphasized her desire to connect with the School District, service clubs, and the
youth council, which the Youth Forum is proposing to create. The Program's emphasis on

raising the awareness of youth and having youth have a voice in issues raised to businesses
and government. Presently, they are gathering the names of students to select a youth
coalition that is a mix of the community,students with"bringing passion for the music
industry or government," who are not necessarily from the established leadership group.
They have an application process headed by a youth. Kimberely will be our point of contact
with Adrian Ridgeway as the individual working on the youth coalition. Tyrone Davis is the
founder of the Urban Hope Program.
School Assets Survey Activity
Susan reported that Clay Roberts will come to Tigard in August for a meeting involving
teachers and the community regarding the Asset Survey. Sheila noted that about 12 teachers
expressed interest in being part of a Tigard High Assets Team to develop ideas for
application there. Susan noted that a similar approach is taking place at the middle schools.
Liz reported on her findings from researching the Boise and Bellevue assets-based youth
programs. Boise focuses on specific assets each year to achieve improvements in assets.
Boise has a steering committee and youth on the board of directors of each non-profit agency
in the community that is involved.
Liz distributed information on Bellevue's Youth Link. Bellevue has a youth council, a "safe
ride" home program, a youth volunteer board, etc. Plus, Bellevue has various programs
guided by youth and their assets survey. Liz also distributed Bellevue's Assets Survey
results (they did a survey in 1996 and 2000) which we can review and compare to the Assets
Survey done for the Tigard-Tualatin School District.
The group discussed the steps that the Youth Forum can take. Among those cited were-
coordinating with the efforts of the Tigard High School teachers, get some students to look at
the survey, have the students select some assets work on, and establish a youth summit for
late spring. The strategic plan created by the students is needed. The District will try to
identify some students to nominate for the process, so youth can be selected to then work on
developing a program.
The Youth Forum discussed the idea of having a group of about 12 youth, ranging from 5th
grade beyond high school who could lead the group. Nominations will be generated by the
group before the February 19 meeting. Liz will prepare a short description of the youth
council participant responsibilities and tasks so that Youth Forum members can use the
description in approaching possible nominees.

Skate Park
Rich Carlson reported that a meeting will be scheduled for the end of January to reassess
where we are in the skate park development process. The reaction to the Fowler site has
been negative. The skate park group will review what sites might be available in the City,
both private and public.
Rich noted that the group could consider a temporary skate park; however, this would be a
deviation from the plan and could be a timing concern. The group will revisit the various
options.
Ken noted that he has heard that graffiti is occurring more often in the community. Some
people have approached him and suggested that the people who are creating the graffiti are
potential skate park users. Chief Goodpaster responded that previous experience is that
those creating the graffiti in Tigard are older individuals and not skate park users.
Liz distributed the list of meeting dates for the Forum for 2003.

The City of Tigard recognizes that the youth of today will shape the
future. We want to ensure these kids have all that they need to
develop into strong, passionate, caring, and contributing adults.
We want the youth of Tigard to know that the community values
them, their energy, their creativity, and their ideas. We want them to
have useful roles in the community, to act on their convictions and
beliefs, and for them to feel safe at home, at school, and in their
neighborhood.
The City of Tigard is committed to developing a youth council
comprised of kids recruited from schools, churches, and community
groups. This youth council will advise the city of the best ways to
build assets for each child in Tigard.
Those selected to serve will help design the youth council, work with
the City of Tigard to choose when, where, and how often the youth
council would meet, and what projects, programs and issues the
youth council will address.

The Urban Hope Project Summary
The Urban Hope Music Project
The music project is an authentic, tailor-made program that will allow inner city and suburban
youth to participate in the production of a full length CD.This creative.positive program battles
the "belly of the beast" in using lyrics to reprogram the mindset of young people,while creating
a forum settings to expose many social ills associated with music,The Urban Hope Music Project
will provide an educational experience for youth to see how accounting, marketing,
production, and micro-management affect a music project.Practical skills as well as social
responsibility will shape the next generation of media creators.
The Urban Entrepreneurs(TUE)
A public/private partnership that is designed to deriver a cutting edge community economic
development model to our nations youth.This will change how our society does business with
youth.The intent is to utilize the infrastructure and capacity of our national partners to penetrate
perspective markets and communities.Youth will have an opportunity to create economic
value to their communities and their families.
Daddy Goes To School friitlative
A day to bring the father's love back into the hearts of young people.A day when fathers take
their kids to school. and tell them they are loved. A day to encourage single men to become
fathers to a hurting generation.This day will culminate with a special rally for about 5,000 people
including speakers and performances.
Hip Hop Cares Day
A day for Urban America to clean up the inner city and parks.Youth and Young Adult Hip-Hop
lovers will learn to apply social responsibility by keeping the environment clean.
Urban Hope Project Home
This house will be the heart of the Common Unity Foundation.A care home for at-risk youth and
young adults,where guidance for success in school curriculum, entrepreneurship,community
service is available daily in the home. A portion of the Urban Hope Project will operate out of the
home.
Urban Hope Educational Project
A tailor-made music education project that promotes diversity in each genre of music.Students
will learn how lyrics affect their mindset,along with an education in other related fields
associated with music, such as marketing, promotions, radio, accounting, management.
engineering, producing.This "Community School Vision" promotes healthy living amongst youth,
community economic development, and provides a safe haven after school.
NBA Sanctioned Game
Massive Fundraiser for Summer 2003. Partnership with "The Support Group." NBA Players will
donate their efforts to raise money for the urban Hope Project.
