Mayor's Youth Forum

1. Meetings were held on(list dates during month) February 19, 2003
2. Current activities (summarize): Applications for the Youth Forum are coming in, will be
accepted until the end of March. Liz Newton and Susan Stark Hayden submitted an
application for an AmeriCorps volunteer to assist with the Lunch Buddy Program and
Youth Forum activities. Liz visited the City of Bellevue to learn about their youth
program. Will report at the March meeting.
3. Status of long-term projects: The Mayor reported on the Skate Park Project. The focus
now is on finding a site. He reported that with the current economic situation, reliance on
fund-raising means funding won't be available soon. Clay Roberts will be in the
community August 27 to present Assets Survey information.
4. Number of volunteer hours contributed this month(noted number of volunteers and total
hours). 6 volunteers x 1 hour=6 hours

6. Any items to be scheduled for on the Council tentative agenda(list item and date):

Youth Forum
Wednesday, February 19, 2003
Present: Mayor Jim Griffith, Robin McFall, Shelia Kendall, Ed Wegner, Liz Newton, Bill
Monahan, Susan Stark Haydon, Martha Flotten, Margaret Bames, Ken Scheckla, Bill

Mayor Griffith opened the meeting at 7:36 a.m.
Liz reported that there are several applications for the Youth Advisory Council—one from Fowler, two
from Durham, one from Metzger. Sheila reported that there is a notice out this week at Tigard High
asking for interest. She hopes to get two or three more interest appplications.
Tigard's new police chief Bill Dickinson was introduced to the group.
Liz asked for ideas how to add additional applicants from Fowler, Twality, and others. We have
applicants from fifth grade and eighth. Connie will take applications to a meeting today at the District
to ask for applicants.
Liz will attend a conference tomorrow in Bellevue, Washington. While there she will meet with
Bellevue city officials to discuss their asset based Youth Council. The Mayor asked Liz to check with
Bellevue to determine how they selected specific assets to address and how do they work to see if
they meet their goals. Members of the Forum asked for information on the speck activities they
used. Also, how they communicate in the schools and beyond.
After school programs operated by Bellevue will also be researched as well as how they involve
private schools.
Between now and the March meeting we will try to get two applicants from each school and four from
the high school.
Liz reported that she and Susan Stark Haydon are working on an application for an AmeriCorps
volunteer to work on the Lunch Buddy program and the Youth Council. If approved, the program will
begin in August. The volunteer could be used to draft bylaws and perform other necessary functions
for the Youth Council.
The group discussed the cutbacks in the after school program. Funding reductions have resulted in
elimination of the staffing for the program. While service clubs could provide some funding, Susan
noted that there is a need for someone based at the school to coordinate. Staffing issues at schools
have affected the program (i.e. retirements, reduction in staff, etc.). There may be volunteers
available to step in and assist,from recently licensed teachers, those with reduced hours, or from
another source.
Next month the Youth Forum will revisit the after school programs to see of any ideas or opportunities
are identified. Ed reported to the group on the service club programs done in prior years at the high
school and Fowler,where the emphasis was on orienting at risk students to high school. Ed will
gather further information and report to the group at the next meeting so a decision can be made
whether something like these programs can be brought back, utilizing service clubs or parents, as well
as a staff person.
The Mayor made a skate park update. He reported that with the economic situation, reliance on fund
raising probably means funding won't be available soon. The present emphasis is on finding a site.
Criteria for site selection has been developed and is being applied to several sites. A possible
solution may be a temporary park with above ground facilities. Susan suggested Twality Middle
School may allow a park to be set up on its tennis courts. The private sector could step in to suggest
an alternative.
The group discussed Clay Roberts planned August 27 presentation on the Assets survey. The SOLV
program is interested in working with the District on the Assets program. The August 27 workshop
will be an in service day and be available to the public.
An initial youth forum, involving students, could be planned prior to the end of the school year.
Connie noted that she has prepared a PowerPoint that kids could present to service clubs, etc.
Sheila has discussed with THS faculty the idea of a survey of what students want to do to address the
Assets needs. Liz will ask Bellevue for ideas on activities to encourage students.
Connie suggested the idea of forming a live maze on a school day when police, library, banks, etc.
can be involved. She passed out information on the maze, She is exploring applications for a grant to
fund it. This would fall under the Assets program results.
Robin reported on Tigard Recreation Association efforts. They now operate an indoor play park which
is back up to 55 or 60 families and a dance instruction program (an affordable dance instruction
program)which now has 210 students. TRA is now doing long range planning, however they have
facility constraints. They utilize the Tigard Grange building six days a week, but need a new location.
Susan suggested that once the new CF Tigard School is built, the old cafeteria will become a possible
site.
Martha reported that the library is holding events on the book Pay it Forward. Book discussion and
other activities are planned through April when the author will be here. Two schools from Tigard are
winners for projects they submitted to the Pay it Forward Foundation. Flyers listing all of the events
are available and will be made available to the schools.

The next meeting will be on Wednesday, March 19 at 7:30 a.m. at the Red Rock Creek Conference
Room.
