Dear Metro,Tri-Met,and City of Tigard officials,
My name is Richard E.Cassinelli(72nd Avenue Property, LLC)and I am the owner of TMU zoned property located at
11720&11750 SW 72nd Avenue(mid-block between Baylor and Clinton Streets)in the Tigard Triangle. I have a land
use application (LLA2018-00001) currently under review by the City of Tigard for a proposed 5-story mixed use
apartment/commercial development with 37 apartment units and ground floor commercial space.
My name is Alkesh Patel(DVKCCR LLC)and I am the owner of TMU zoned property located at 11762 SW 701h Avenue
(block bound by Baylor&Clinton Streets and 691h&70th Avenue)in the Tigard Triangle. I have site work and building
permits(BUP2017-00254)currently approved by the City of Tigard for a proposed 150 room Hampton Inn&Suites
hotel development.
We have participated in the public planning process for the newly adopted lean code. We are very encouraged and
supportive of the overall code changes. We appreciate the city's vision to increase livability and to encourage
residential development in the Triangle. We are also very thankful to be able to participate in the public planning
process for the proposed light rail for the Triangle in any way possible. To that end, I, Richard E.Cassinelli,will be
attending the March 22,2018 meeting at the City.
In our review of the March 2018 details on the project,we are supportive of the current proposed route through the
Triangle. The proposed southern station at Beveland Street should serve the southern portion of the Triangle
adequately. However, we are very concerned that current plan does not serve the north central portion of the
Triangle(Dartmouth Street north to Haines Street)adequately without a station stop. The park and ride/station on
SW Pacific Highway to the north will not be convenient for residents and workers in the north central portion to
access due to its distance (approximately 1/3 mile to Baylor&701h) and much higher elevation (approximately 80
feet increase in elevation - not pedestrian or bike friendly). The north central portion of the Triangle will be the
largest new source of redevelopment(residential and commercial)with the most underutilized land area. A station
in this area will encourage more residential development consistent with the city's goals for this immediate area.
We would like to encourage you to consider adding or moving a station into the north central portion of the Triangle.

Re: Next Steps for Willamette Water Supply Project Agreements
Date: March 15, 2018
During the regular business meeting on March 27, council will consider two agreements
pertaining to the Willamette Water Supply Program.
Next steps include Tigard City Council consideration of two agreements:
• A purchase and sale agreement with Tualatin Valley Water District (IVWD) for the
ZVillamette Intake Facility, and
• An intergovernmental agreement with the Tualatin Valley Water District (7VWD) and
the City of Hillsboro for temporary water supply.
Willamette Intake Facilities (WIF) expansion
The Willamette Intake Facilities (WIF) are located at the Willamette River Water Treatment
Plant (WRWTP) in Wilsonville, OR. The WIF houses the raw water pumps that safely and
reliably draw water from the Willamette River. The Willamette Water Supply Program (WWSP),
which is a partnership of the City of Hillsboro and the Tualatin Valley Water District (IVWD),
is designing improvements to the WIF that will expand its capacity, improve its seismic
reliability, and enable it to deliver water to the future Willamette Water Supply System (WWSS)
water treatment plant.
To move forward with participation in WIF expansion, Council is being asked to consider a
proposed Purchase and Sale Agreement with Tualatin Valley Water District (IVWD) to provide
joint ownership of existing constructed assets for the WIF, and to participate in an expansion of
the facility to 150 million gallons per day (mgd).
Excess System Capacity
TVWD has determined that excess system capacity in the WIF is available to other water
providers,including Tigard. Through an allocation formula, TVWD has extended an offer to
Tigard for an ownership share equaling 10 percent of the total capacity or 15 mgd. Council
provided direction to staff to proceed with drafting a purchase agreement for the additional
capacity.
Purchase and Sale Agreement
Staff is requesting council consider approving the Purchase and Sale Agreement, allowing Tigard
to fully participate in the WIF expansion to 150 mgd, continue membership in the "WIF
Commission" and to retain 15 mgd in allocated capacity within the WIF. In order for Tigard to
someday receive and distribute water from the WIF, the city would need to construct or partner
with others for additional water treatment capacity and pipeline conveyance. However, these
would be long-range costs that would occur when Tigard's water service area needs grow to a
point where additional water supply capacity is warranted.
Temporary Water Agreement
The second item for council consideration on March 27 is a proposed agreement to provide
"construction"water through a temporary water supply for the WWSS pipeline project on Roy
Rodgers Road. This request for temporary water supply provides an opportunity to construct
additional improvements to make a permanent emergency connection to the WWSS with a flow
capacity of five (5) million gallons per day (mgd) for Tigard use. Future action items to fully
develop this connection will require a separate agreement with the Willamette Water Supply
Program regarding terms and conditions for water use. Water will not be available from the
WWSS until 2026.
Through the proposed agreement, Tigard would share costs to upsize the water supply pipe
connection from 6-inch diameter pipe to 12-inch diameter pipe. Tigard's cost share is
approximately $82,000. Tigard would be responsible for any further costs associated with
completing the permanent connection, such as special control valves or water quality
monitoring equipment.
Staff recommends adopting both resolutions to approve the Purchase and Sale Agreement and
Temporary Water Supply Agreement to provide resilient and redundant water supply options
for emergency or supplemental water needs for the community.

Public Comment and Hearing Process Information

is entitled to request a continuance of the hearings. If there is no continuance granted at the hearings, any

Appeal Information
Failure to raise any issue regarding this proposal, either in person or in writing prior to the close of the public

Pavement Patching in Northern Tigard Neighborhoods
This summer we will be slurry sealing many of the neighborhood streets in northern Tigard. XX%ile slurry seal is a
very cost-effective way to counter the effects of weathering,it does not stop cracking. The street crew is removing
and replacing areas of more heavily cracked pavement in preparation for the slurry seal work.
Filming near Bonita Road/79`'Avenue and near Hall Boulevard/Highway 99W
A crew is filming tomorrow on private property-in the morning east of 79`'...eve south of Bonita Rd,and in the
afternoon at the car dealership on Hall Blvd south of Hwy 99XX'. If any problems develop with traffic, emergency
access, etc. call Jason Pachura at (415) 509-6611.
Highway 99W (I-5 to Pfaffle Street) Night Sewer Pipe Work
A contractor is working at night in Hwy 99W starting next week to repair and reinforce an existing sewer pipe under
Hwy 99W. Drivers should expect lane closures and delays from 8 p.m. to 6 a.m.
Interstate-5 Sign Replacement
A contractor for the Oregon Department of Transportation (ODOT) is updating the signs along Interstate-5
through Tigard. Some lanes of I-5 will be closed at night to install the new signs. The northbound Exit 293 off-
ramp to Haines Street will be closed Wednesday and Thursday nights, and the northbound on-ramp from Haines
will be closed Friday night.
Interstate-5 (Hwy 99W to I-205) Paving and Auxiliary Lane
The Oregon Department of Transportation (ODOT) has begun construction on a project to add a southbound
auxiliary lane on Interstate 5 from Lower Boones Ferry Rd to I-205,improve on- and off-ramps, and repave
Interstate 5 (both directions) from Hwy 99W to 1-205. Expect some nighttime lane closures through fall 2019.
Wall Street(south of Hunziker Road)
Wall Street is under construction south of Hunziker Rd. Access is available to local properties (including Potso
Dog Park) but drivers should expect delays.
Commercial Street (95`s Avenue to Lincoln Street) Sidewalk
A contractor is building a new sidewalk on Commercial Street between 95th and Lincoln. Commercial Street is
closed during the day to through-traffic (vehicles) during construction. The street is open to pedestrians and local
residents.
Highway 99W/Garrett Street/School Street
A developer is building new`specialty retail' stores along the northwest side of Hwy 99W across from Garrett
Street, near C.F. Tigard school. Site clearing is in progress, followed by pipe work under Hwy 99W at night.
113th Avenue south of Durham Road
A contractor is building a new subdivision along 113`' Avenue south of Durham Road, and is now installing pipes
for water, storm, and sanitary sewer for the future new, houses. Daytime delays likely.
Main Street at Commercial Street Crosswalk
A Triplet bus recently knocked over a sign v-ith flashing lights at the crosswalk across Main Street at Commercial
Street. The street crew has replaced the post and sign, and will be reinstalling the flashing lights when replacement
parts are received.
Durham Square Development
A developer is constructing site improvements for two commercial buildings on the property south of Durham
Road between the railroad and Fanno Creek. The sidewalk on the south side of Durham Road is closed while the
contractor reconfigures it to add the driveway.
Fanno Creek Trail (Woodard Park to Bonita Road& Hall Boulevard to Tualatin)
Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from Woodard
Park to Bonita Road and build a new connection from the end of 85th Avenue (Hall Boulevard) to the Tualatin

River Terrace
River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Road south of Scholls

Commercial Street Sidewalk Project Moving Forward
The city's contractor (GT Excavating) is constructing a new porous concrete sidewalk along the north side of
Commercial Street between 95th Avenue and Lincoln Avenue. This work requires Commercial Street to be closed
to vehicular traffic,but access is being maintained for pedestrians,local traffic and existing residential driveways.
Project Manager Andrew Newburn-expects the work to be complete in about two weeks.

Water Division to Complete Unidirectional Flushing near Bull Mountain Road
Kyle Arnhart, Senior Utility Worker in the city's Fater Division reports that they will be flushing on Monday and
then for the next two weeks. You may see signs in your neighborhood saying crews are flushing. Flushing is a
proven method that discharges a large volume of water through the main and out the hydrant. During flushing
activities,water quality is disrupted due to scouring of pipes and the removal of sediments.
During flushing,it is possible you may receive discolored water. We ask customers to avoid using discolored water.
The water is safe from harmful bacteria,but unpleasant for consumption and use. '%'bile it may not be visually
appealing,it is safe to drink and continues to meet all federal and state drinking water standards. There are no health
hazards associated with the discolored water.
If you experience water quality problems lasting more than four hours following hydrant flushing,we want to know

Wall Street Improvements Start
Beginning the week of March 19, 2018, the city's contractor (Columbia Pacific)will ` N�

begin reconstruction of Wall Street from Hunziker Road south to the existing
railroad tracks. This work is scheduled to be complete in August. Some traffic delays
can be expected. Access will be maintained to the existing businesses and Potso Dog
Park during construction. What the contractor will be doing:
• Reconstruction and addening of the existing road to meet city standards.
• Placement of new underground utilities.
• Construction of new sidewalks.

Leeding Lane Valve Installation
Beginning Thursday,March 22nd,2018,city crews will begin excavating in preparation for work starting the week
of March 26. The city's contractor (G&B Plumbing and Sons Inc.) will begin installing valves associated with
upgrading the water pressure in this area. Water customers along Leeding Lane will be switched from pressure zone
A to pressure zone B. The city will need to install a pressure regulator valve (PRN in order to provide better
protection of household plumbing.

Tigard Police Continue High Visibility Enforcement
During the most recent High Visibility Enforcement (HVE) campaign that took place March 16th
through the 17th.,Tigard Police arrested two drivers for DUII. In addition, officers also initiated 25
other traffic-related stops resulting in either citations or warnings for other traffic offenses such as
speeding or driving with a suspended license.
Tigard Police plan to continue participation in the grant-funded program that focuses on extra
police officers patrolling vith the primary focus of arresting impaired drivers. The NHTSr1
sponsored campaign is credited with improving the safety of our roads, especially during the holiday
season and other times when alcohol typically is consumed such as when major tele--ised sporting
events air.

Mathew Barbee suffered serious injuries after he was struck by a car along Highway
26 in Hillsboro.
Hillsboro police have arrested a man after he allegedly crashed his car into a stalled
vehicle along Highway 26, seriously injuring an off-duty Tigard police officer.
o. Darby Andrew McBride was arrested Wednesday, March 21, and booked in the
AM Washington County Jail on charges of third-degree assault, reckless driving and

second-degree criminal mischief.
According to Hillsboro police, McBride was driving westbound along Highway 26 at
about 1:24 a.m., Dec. 14, 2017, when he allegedly crashed his car into a stalled
vehicle parked on the shoulder of the highway, near th Cornelius Pass Road exit in
Hillsboro.
The driver of the stalled vehicle, off-duty Tigard police officer Mathew Barbee, sustained serious injuries in the
crash.
Hillsboro Police spokesman Henry Reimann said McBride will not face charges of driving under the influence of
intoxicants.
The county's Crash Analysis Reconstruction Team, made up of investigators from several area police agencies,
investigated the case.

Examples of mature and sensible youth abound in Washington County, and that
should give everyone cause for hope.
As we felt the heartbreak and tragedy surrounding yet another school shooting, it was inspiring to see the response
of the Florida youth and the youth throughout the nation.
It made me reflect on the youth of Washington County and their engagement on issues. Perhaps we can learn from
the up and coming "iGens," as they are being called, especially those right here in Washington County.
Many Westside cities have already started to call on their youth for advice. The cities of Beaverton, Hillsboro, Tigard
and Tualatin all have youth advisory councils or boards. Tualatin's Youth Advisory Council was started by Mayor
Lou Ogden back in 1999— before some of the current Youth Advisory Council members were even born.
Beaverton Mayor's Youth Advisory Board (MYAB)was born from the idea that our youth have a vital role and voice
in shaping their community. One leader said our youth today are plugged into social media and likely more
knowledgeable of what's happening on a local and national level than most adults were at their age.
The City of Hillsboro's Youth Advisory Council (YAC)was formed in 2006 as an opportunity for high school students
to serve and improve the Hillsboro community by bridging the gap between youth and local government.
In Tigard,the Youth Advisory Council (TYAC) a growing presence within city government and the community.
TYAC membership draws from a number of area schools including Tigard High School, The International School
and Fowler Middle School. Tigard also utilized their city's youth during a Hamilton-type performance at the"State of
the City" address last month, where the Tigard Choralation sang and rapped about the city's activities in 2017.
This month, some of the Westside youth advisory council or board members will join 150 youth delegates at the
National League of Cities Conference in Washington, D.C. During the conference, youth delegates will convene with
their peers to share perspectives and exchange ideas on key issues such as bullying, the opioid crisis,
homelessness, infrastructure and gun control. One leader said the youth are challenged, and they in turn challenge
us.
What is learned through the conference and other collaboration returns dividends back here on the Westside. One
of the largest contributions the YAC has made to the Tualatin community is through Project FRIENDS, a day-long
bullying prevention program for the City's fifth graders. This workshop, now in its 10th year, is researched, created
and led by the 20 members of the Tualatin YAC. Project FRIENDS has engaged local youth in learning about
positive decision-making and problem-solving, while encouraging respectful communication and acceptance of
diversity.
Tigard utilizes their youth in assisting with events such as Trick-or-Treat on Main Street, Holiday Tree Lighting and
Adopt-a-Highway. In 2016, Forbes magazine recognized TYAC for their use of a meme contest to raise awareness
about a smoking ban in city parks. The youth are social media-savvy after all, so it's great to see their talents being
used on an important issue.
Hillsboro's YAC is involved in events too and is currently coordinating a TE DxYouth@Lincol n Street. It's also working
with the city's Sustainability Task Force and the Hillsboro 2035 Community Plan to explore ways to reduce plastic
bag use. Hillsboro's YAC works closely with city leadership, the Mayor and City Council to create civic engagement
opportunities for youth, which includes councilors mentoring students at their bimonthly meetings and students
shadowing the City Council at a Spring meeting. Hillsboro's YAC is also very visible during the"State of the City"
address too, where they sit in the background at the council's seats, and they have played supporting roles in city
videos.
Beaverton's youth are a voice to elected officials and decision-makers on issues facing the community. Beaverton
leaders say the MYAB perspective is an important piece in shaping its city's future, since decisions made today, will
be felt by the youth for decades into our future. Therefore, it's important that our MYAB delegates have a voice and
seat at the decision-making table.
It's refreshing to see there is a future generation that not only can plug into technology, but is charged to be part of
the policy making that affects us all. I am convinced that our future leadership, through difficult times and good
times, will be in good hands.
