1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:38 p.m.
2. Approval of Minutes —November 8, 2017
Commissioner Jehnke moved to approve the November 8, 2017, minutes.
Commissioner Ocholi seconded the motion. The motion passed by unanimous
vote of the commissioners present, with Commissioners Henschel,Jehnke, and
Ocholi voting yes.

4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month December was 4.13 million gallons per day
(mgd). This usage is typical for this time of year—slightly higher than our 10-
year average by .12 mgd and 1-year averages by .2 mgd. Flows in January are
still around 4 mgd.
• For the month of December, there was no change in Aquifer Storage Recovery
(ASR) well conditions. Stored water for ASR well no. 1 is approximately 53
days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR
well no. 2 has 81 days of supply based on 1,500 gpm recovery rates.
• The Bonita Pump Station data taken on January 9 indicates a pH of 7.69 with
0.95 mg/L chlorine residual, 19 mg/L alkalinity, and water temperature of 7.2
centigrade (50 degrees F).
• Staff received four water quality complaints related to taste or odor in the
month of December. Each of these calls resulted in dispatching a crew to
conduct flushing to improve water quality. Staff generally conducts water
flushing to improve water quality.
• Water treatment plant operations continue to be normal during the month of
December. Ozone is fully functional and operating without any problems
reported by Lake Oswego Tigard Water Treatment Plant staff. The plant is
shut down currently due to warranty repair work on the ozone contactor basin
and is scheduled to start up operations again on Thursday,January 11. Tigard
operated on stored water during the scheduled shutdown without any
operational problems.
• Clackamas River USGS information reports that the river is flowing at 2,660
cubic feet per second (cfs) with a mean value of 3,950 cfs. These flows are
above our conditional use parameters for December. Water temperature is 42
degrees F, with a pH of 7.4, and turbidity at 1 NTU. All of these parameters
appear seasonally normal.
5. Fire Hydrant Painting Update –John Goodrich
Mr. Goodrich provided an update to the board pertaining to paint condition on
fire hydrants within the Tigard Water Service Area. Information provided covered
the following:

• The number of fire hydrants within the system.
• Replacement schedule.
• Concepts and options for addressing fire hydrants that may not meet the
utility's paint standards.
6. Information Items
Commissioner Jehnke inquired as to status of the pending decision in the
Clackamas water rights case. Mr. Goodrich reported that a decision has been made
and he expects to hear what the ruling is next week.
