01/10/2018 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,January 10, 2018 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL TO ORDER: Chair Katie Harris called the meeting to order at 7:00 p.m. 2. ROLL CALL Members Present: Mary Bogert,Joseph Callahan (arrived at 7:04), Becky Gauthier, Katie Harris,Jean Hart Alternates Present: Nina Kung, Martin Rubin Member Absent: Lonn Hoklin, Michelle Taylor Staff Present: Library Director Margaret Barnes and Executive Assistant Margaret L. Reh. 3. APPROVE MINUTES The minutes from the December 13, 2017 Board meeting were reviewed. No changes were suggested. Motion by Jean Hart. Second by Mary Bogert to approve the December 13, 2017 minutes. Bogert—Aye Callahan—Absent (for the vote) Gauthier—Abstained Harris —Aye Hart—Aye Hoklin—Absent Taylor—Absent 4. AGENDA ADDITIONS AND DELETIONS It was decided to add time at the end of the agenda to discuss rescheduling the February meeting. 5. CALL TO THE PUBLIC Library staff member Teresa Ferguson, Manager of Technical Services, was tonight's staff guest. Teresa has worked at the Tigard Public Library for 10 years. They perform all acquisition duties, cataloging and processing every physical item the library has in its collection. Teresa and the catalogers also spend time at the Reference Desk. Teresa is instrumental in ensuring the annual patron survey takes place. She works on the technical side of the survey and is responsible in disseminating the electronic copies of the survey to patrons. 6. LIBRARY OPERATIONS The December 2017 statistical report was distributed. A brief discussion ensued regarding the stats for the Overdrive e-book collection. Margaret Barnes informed the Board of the details of the upcoming patron survey. The Board members are welcome to work the survey table alongside staff. The physical survey will take place from February 4 to February 17, 2018. On Monday, January 15, the library will be hosting a Martin Luther King, Jr. event called `Together at the Table.' The public is invited to partake in conversation with other members of the community from 1:00 to 7:00 p.m. Staff members will be facilitating the discussions and will have conversation starters prepared to share. The Board members were invited to stop by anytime during the event to join in the conversation. Margaret distributed two articles to the Board members. The Extinction of Libraries: Why the Predictions aren't Coming True, and The Case Against Library Fines— According to the Head of the New York Public Library. A brief discussion ensued. 7. POLICY REVIEW A. Exhibit and Display The Board reviewed and discussed the Exhibit and Display policy. This policy was last reviewed on February 12, 2014. Motion by Becky Gauthier. Second by Jean Hart to re-adopt the Exhibit and Display policy as it is currently written. Motion was approved unanimously. B. Posting and Distribution of Materials Policy The Board reviewed and discussed the Posting and Distribution of Materials policy. This policy was last reviewed on February 12, 2014. Second by Joe Callahan to re-adopt the Posting and Distribution of Materials policy as it is currently written. Motion was approved unanimously. 8. POSSIBLE LOCAL OPTION LEVY The Board discussed some elements of the proposed local option levy. The actual rate of a proposed levy has not been determined. Having a higher rate verses a lower rate would mean the difference between the city having the ability to expand services to meet the growing needs of the public verses money to maintain and meet the growing needs of the public. 9. REVIEW AND DISCUSSION OF THE EDGE ASSESSMENT WORKBOOK At the December Board meeting,Margaret Barnes informed the Board of a technology assessment tool that is used to track how well a library is doing to address the technology needs of its community. A copy of the EDGE Assessment Workbook was sent to each Board member to review. The Board read through the first section of the workbook together at this meeting. It was decided that M. Barnes will work with her management staff to fill out the workbook. When management has completed the workbook, the Board will then review and discuss the results. 10. OTHER BUSINESS Katie Harris informed the Board that there is a movie called The Public being released this coming spring. The story revolves around the library patrons, many of whom are homeless, mentally ill and marginalized, who take over the library as a shelter for a night during the bitter cold of winter in Cincinnati. A brief discussion ensued. The Board discussed the upcoming Board meeting in February. It is scheduled for Wednesday, February 14 which is Valentine's Day and Ash Wednesday. The consensus of the group was to reschedule the February meeting for Tuesday, February 13 at 7:00 p.m. Staff will notify the absent Board members and ensure it is noticed correctly to the public. The Library Board will be meeting with the City Council for their annual Joint Workshop on Tuesday, April 17, 2018. The Board will begin to prepare for this joint meeting at the Board meeting on Tuesday, February 13, 2018. 11.
