September 13, 2017
Members Present: Carine Arendes (Chair),Josh Kearney,Tim Myshak, Gloria Pinzon Marin, Kate
Rogers (Vice Chair), Richard Shavey, and Sarah Villanueva (Ex Officio).
Members Absent:Joyce Casey.
Staff Present: Redevelopment Project Manager Sean Farrelly, and Senior Administrative Specialist Joe
Patton.
Others Present: Councilor John Goodhouse, Council Liaison to the TCAC.
1. CALL TO ORDER
Chair Arendes called the meeting to order at 6:30 pm. The meeting was held in the Tigard Red Rock
Conference Room, at 13125 SW Hall Blvd.Joe recorded the roll call.
2. CONSIDER MINUTES
The August 9, 2017 CCAC Minutes were approved.
3. PUBLIC COMMENT
None.
4. DOWNTOWN 5 YEAR PLAN
Discussion of the Downtown 5 Year Plan occurred at the last meeting.After a brief overview, the
Downtown 5 Year Plan was unanimously recommended to the TCDA.
5. 3RD QUARTER GOAL UPDATE
Sean briefly discussed the updates.
6. PROJECT UPDATES
Sean briefly discussed the updates.
7. TIGARD STREET HERITAGE TRAIL
Sean will prepare a summary of events related to the trail and plaza development process to assist TCAC
members in answering questions from the public. The City plans to apply for the "Our Town"grant to
assist with funding art and displays along the trail. It was unanimously agreed to authorize Chair and Vice
Chair to write and sign a letter of support for the grant.
8. WALKING AND PARKING IMPROVEMENTS
Carine briefly reviewed the Walking and Parking Improvement Strategies. Members discussed items that
might need prioritizing including: eyes on the street, making downtown a more desirable and frequent
destination, direct access to buildings,pedestrian traffic into downtown,utilizing a funding source to
make improvements happen and trail lighting. Carine will provide a refined list for the October meeting.

9. TCAC/TCDAJOINT MEETING PREPARATION
The meeting will occur on October 17. Topics of discussion will include 3'd Quarter Updates, the
Walking and Parking Improvements updates, the Tigard Street Heritage Trail,water feature, and the
second phase of the Main Street Green Street project.
10. EXECUTIVE SESSION
An executive session was not needed at this time. There is a request from Community Partners for
Affordable Housing for an investment from the Triangle Urban Renewal funds to bridge a funding
gap. It was unanimously agreed to support affordable housing in the Triangle in principle.
11. LIAISON REPORTS
A. The CCAC was officially renamed to Town Center Advisory Commission (TC 4Q.
B. Kate reported the next Levy and Bond Advisory Task Force meeting is September 21.
C. The draft DEIS for the Southwest Corridor will is expected in January 2018.
12. NON-AGENDA ITEMS
Councilor Goodhouse noted the increased in the Tigard lodging tax rate would provide additional
funding for projects or events that increase Tigard tourism, including downtown. The funding topic
will appear on a future agenda. Sean stated theme is a Public Health Forum on September 21 to discuss
cleanup plans for the Main@ Fanno project. The TDA bus tour is September 19.

Community Learning and Listening Session on Affordable Housing
in the SW Corridor
When: Saturday, October 14, 2017, 9:30 a.m. – 12:30 p.m. (doors open at 9 a.m. for registration,
lunch served at 12:30 p.m.)
Where: Markham Elementary School, 10531 SW Capitol Hwy, Portland, OR 97219
Who: Everyone is welcome; childcare will be provided
Why: The cities of Portland and Tigard, along with community partners, are addressing the need for
more housing along SW Barbur Boulevard/99W. Community members can provide input to help
preserve and build more places for people to live
Something big kicks off this fail;a community effort to bring more housing choices and
opportunity to Southwest Port/and and Tigard.
We're calling it the SW Corridor Equitable Housing Strategy. The arrival of light rail transit
along the corridor will be a game changer. A unified housing strategy will help ensure the benefits of
this once-in-a-lifetime investment are available to everybody.
Our first big community event will help community members learn about the corridor's affordable
housing needs and what it will take to preserve and build more homes for all. You can help shape
the housing strategy and listen to your neighbors' views on housing challenges and opportunities.
