The 2,342-square-foot building will be changing from a medical/dental office to an office.The applicant also proposes minor modifications to the site in order to comply with Americans with Disabilities Act(ADA)standards. No changes to the building footprint, on-site parking, or on-site landscaping are proposed. The MUE-1 and 2 zones are designed to apply to areas where employment uses such as office, research and development and light manufacturing are concentrated. Commercial and retail support uses are allowed but are limited, and residential uses are permitted that are compatible with employment character of the area. Lincoln Center is an example of an area designated MUE-1, a high density mixed-use employment zone. The Nimbus area is an example of an area designated MUE-2 requiring more moderate densities. In addition to the standards of this chapter, development within these zones is subject to the standards of Chapter 18.670. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 9385 SW Locust Street; on the north side of SW Locust Street, east of SW Greenburg Road,and west of SW 92"d Avenue. In 2003, the City of Tigard Planning Division approved a Site Development Review for the subject property(9385 SW Locust Street;WCTM 1S126DC,Tax Lot 80001) and adjacent properties (WCTM 1S126DC,Tax Lot 80000 and 9397 SW Locust Street; WCTM 1S126DC,Tax Lot 80002).This approval was for a 226-square-foot addition to an existing office building, and for the construction of a new 2,900-square-foot office building (Case No. SDR2003-00010). The property is located in the Mixed-Use Employment 1 (MUE-1) Zone, and the Washington Square Regional Center Plan District. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.780 Site Development Review: 18.780.050 Minor Modifications C. Approval criteria. The approval authority shall approve or approve with conditions an application for a minor modification when all of the following are met: 1. The proposed development is in compliance with all applicable requirements of this title;and The applicant is proposing a change of use from medical/dental office to office,which primarily impacts off-street parking requirements. The subject development site is made up of three (3) tax lots (WCTM 1S126DC,Tax Lots 80000,80001,and 80002),and contains two(2) office buildings,totaling 5,242 square feet in size. As outlined in TDC Table 18.310.2, an office use has a minimum off-street parking requirement of 2.7 spaces for every 1,000 square feet. Accordingly, staff finds the total minimum off- street parking requirement for this development is 15 spaces. Based on the applicant's submitted site plan, staff finds there is adequate parking,with 16 spaces provided. The applicant also proposes minor modifications to the site, in order to comply with ADA standards. These modifications include adding concrete wings to an existing ramp (located in the on-site parking lot),and re-striping and re-painting an ADA-accessible parking space.Based on the applicant's submitted site plan, staff finds the proposal meets all applicable development standards for the MUE-1 zone, as outlined in TDC Table 18.120.3. This proposal is also in compliance with all applicable site design standards for the Washington Square Regional Center Plan District, as outlined in TDC 18.670.070. Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are met. This criterion is met. MMD2018-00002 Halsey Street Professional Center,LLC 2 2. The modification is not a major modification. The applicant is not proposing any of the changes outlined in'1'DC 18.780.040.B.Therefore,this proposal is not a major modification.This criterion is met. The site changes are minor in scope and are intended to achieve the required ADA Improvement for the tenant improvement building permit code standards. The existing parking curb is protruding into the van accessible access isle and needs to be removed to maintain the clear unobstructed access isle.
