The Tigard Triangle is an important area to the future of Tigard, and developing a master plan for the Tigard Triangle is an adopted Council goal for 2011. It only makes sense to consider the HCT Land Use Plan,when planning for the future of the Tigard Triangle. The June 6, 2011 Planning Commission meeting will be an exciting opportunity to learn more about High Capacity Transit and identification of potential station locations, build upon groundwork for the Triangle station areas completed during the May 25th community workshops, and prepare for a Tigard Triangle visioning exercise to be completed later this summer. This meeting will focus on both the High Capacity Transit and Tigard Triangle visioning projects and will help commissioners transition smoothly from one project to another. The meeting agenda will include: • A presentation about the High Capacity Transit station location selection process and typologies (30 min). Typology is a term used to describe general land use characteristics of a transit station area. • A chance for commissioners to examine and evaluate three Tigard Triangle typology options. We'll utilize both small and large group formats for this exercise (60 min). • A brainstorming session to allow commissioners to share desired outcomes of the visioning exercise and needs to be prepared for the upcoming visioning exercise (20 min). Please come, share your ideas, learn a little more about these projects, and have a little fun at the same time. CONSIDER MEETING MINUTES May 16th Meeting Minutes: President Walsh asked if there were any additions, deletions, or corrections to the May 16 minutes; there being none, Walsh declared the minutes approved as submitted. WORKSHOP — TIGARD TRIANGLE STATION AREA PLANNING Susan Hartnett introduced Jason Franklin with Parametrix and Marcy Mclnelly with Urbsworks. She explained that they would be talking to the commissioners about typologies. David Berniker of Land Use Planning and Design, and Matt Brown of Loci will be working with the commissioners on the visioning exercise sometime in the future. 4 I:\LRPLN\Planning Commission\2011 PC Packets\6-6-11 Workshop-Tigard Triangle Workshop\TPC Minutes 6-6-11.doc Page 1 of 3 Hartnett gave an overview of the evening. She explained to the group what was planned for the rest of the evening. She said the goals of the meeting were to 1. Educate the commissioners on the station location selection process/criteria; typologies and relationship to Metro modeling tool; 2. Understand commissioners' preferences and evaluation of the three Tigard Triangle station area typology options; and 3. Understand what outcomes commissioners want from the visioning exercise and what they need in advance for the exercise to be successful. Judith Gray, Sr. Transportation Planner, and Marcy McInelly, of Urbsworks, went over a presentation (Exhibit A); used posters describing the station selection process and typologies; and introduced the Metro modeling. The presentation explained the four typologies - which, by definition, is "a framework for describing the character of different areas." Typologies are used for comparing and contrasting the characteristics of good places. They are "aspirational"- they represent what could be." The four station community types noted include: 1. Town Center/Main Street; 2. Employment/Retail; 3. Transit Corridor; & 4. Transit Neighborhood. Ms. McInelly went over the results of the public workshop. Hartnett explained that they would be dividing the group into two discussion groups. Matt Brown and David Berniker facilitated the discussions with the groups - focusing on the three Tigard Triangle station area typology options that had been developed in the Design Workshop in conjunction with the consultant team. The groups were asked to explore the following three questions with regard to the Tigard Triangle: 1. What feels to be "about right" or a "good fit"? 2. What feels to be a bit too much or likely to "scare" the community? 3. Are there any missed opportunities or pitfalls to be aware of? David Berniker went over the results of the discussion from his group. Matt Brown went over his group's results. Susan Hartnett opened the meeting up to a brief"brainstorming" session. She reminded them that this was just to get ideas out on the floor— not to discuss, judge, or confer... just to have ideas from the commissioners up on the board. Duane Roberts, Project Planner, had supplied them so the commissioners would have extra time to take a look at the plan before the upcoming June 20 public hearing.
