MINUTES
Call to Order: 7:00 p.m., by Chair Lonn Hoklin.
Roll all: Larry Beck, Tammy Gustin, Pat Harper, Lonn Hoklin, and Nancy Irwin.
Staff: Paula Walker.
Minutes: Irwin moved to approve minutes for November, seconded by Beck. Motion
passed unanimously.
Reports: November Monthly Report: Circulation for November was 51,126, a
13.4 percent increase over November 1996. Circulation is still running at
14.1 percent increase over last year. This may be attributed to the closure
of Multnomah County Libraries two days per week. The library has hired
several new employees; Jesse Tremaine and Peggy Huffman, both
circulation assistants; Kate Miller, Adult Services Librarian; and Melinda
Sisson, Library Director. The Adult Reading Program, The Great Escape,
was participated by 280 people, up from 218 people last year. Among the
evening's events, were author presentations and book signings netting $55
for the Friends of the Library. As part of the annual staff training, instead of
closing the library for a day, staff preferred shadowing particular positions to
become more familiar with other functions performed in the library. The
Readers' Services Division held a collection development workshop for
interested staff members. The library received money from the Ready to
Read Grant from Oregon State Library. Gary Lark, Children's Librarian, is
exploring the idea of creating an in-house library for selected low-income
housing apartments.
Friends of the Tigard Library: The coffee cart will open Monday,
December 15, from 7:00 a.m. to 7:00 p.m. The Friends provided a large
garbage receptacle for the Puett Room and will have paper towels available
in case of spills. The book sale "Reading is Fun" that was held in
November raised $300 for the Friends. A bronze statue was purchased for
former Library Director, Kathy Davis in honor of her 21 years of service at
the library.
CLAB:
County Administrator, Charlie Cameron, discussed Measure 50 impacts on
the County. The County is expecting a 15 percent reduction in revenues.
As a result, County discussed draft funding alternatives to offset the
reduction. The three areas affected will be MSTIP, WCCLS, and the
General Fund. Two alternatives were mentioned for these areas: A) Each
area will experience a 15.6 percent across the board reduction or B)
MSTIP would take an 18.6 percent reduction for 12 or 13 years, WCCLS
will be funded at 9.1 million the first year, and the General Fund will live
within the constraints of the last four years. All of these alternatives are
preliminary.
Food and Beverage Policy:
Walker handed out a draft of the food and beverage policy asking for
comments and suggestions. Comments were favorable to policy. Irwin
moved to direct Hoklin to write a letter on behalf of the Board to the City of
Tigard and the Friends of the Tigard Library expressing the Board's
gratitude for their efforts in bringing the coffee cart to the library, seconded
by Gustin. Motion passed unanimously. Hoklin will send letter to Cityscape
and Tigard Times. The revised food and beverage policy will be posted.
Space Update:
No space update from the committee was given as there is no meeting
scheduled until after January 1, 1998. Walker indicated that Assistant City
Manager, Liz Newton, is hoping to organize a committee meeting for the
third week of January to discuss how to promote the new building proposal
to the public. The architect should have preliminary plans available for that
meeting.
Welcoming_Melinda and Transition:
January 5, 1998, will be Melinda Sisson's first full day of work. The library is
organizing a Welcome Breakfast for that day and has extended an invitation
to Library Board members.
Other Business:
Walker presented a brochure from the Multnomah County Library indicating
that the facilities can be rented for outside activities. This was noted as
something to keep in mind when a new building is constructed for Tigard.
Adjournment: Beck moved to adjourn meeting at 8:15 p.m., seconded by Irwin. Motion
passed unanimously.

• Circulation: We experienced our traditional December dip in library use.
Nevertheless, circulation still superseded last December's circ by 14 percent. Half-
way through this fiscal year, circulation is running about 14.5 percent over last year.
Highest circulation was Tuesday, December 30th at 2,536.
• Personnel: Kate Miller, our new adult services librarian, came on board and began
training. She endured baptism by fire on the reference desk and has already become
an active member of the Readers Services team.
• Holiday Celebrations: Terri Smith's numerous artistic talents helped spread the
holiday spirit throughout the City. She supervised two special craft time sessions in
creating decorations for the library's Christmas tree. She also created all the
centerpieces for the City's holiday party. And she filled the Children's area with
penguins and snowflakes to create a winter theme.
The library hosted two holiday open houses for the public. Hot cider, cookies, and the
musical stylings of talented members of the library staff drew about 50 people. Music
included holiday songs with guitar accompaniment and solo pieces by the circulation
staff's resident classical guitarist.
Other library programs included classes on writing great holiday letters and creating
keepsake albums. A musical program by the Abalone Kidz entertained children.
• Adult Reading Program Wrap-Up: We sent 28 thank-you letters to businesses,
groups, and individuals who contributed prizes to the adult reading program. One, the
Family Fun Center in Wilsonville, responded by sending four prizes for next year's
program!
• Director's Office: Staff made preparations to turn the Quiet Room into an office for
Melinda. Public Works gathered estimates for possible revisions to make the office
more habitable. It was decided to let Melinda determine what to do with the room.
• Space Concerns: Several library staff also discussed ways to relieve other internal
space problems that must be addressed soon. We decided to consult with Melinda
before making any additional changes.
• Architect's Plans: I worked with HDN architects on several drafts of schematic for a
new library building. We reiterated our concerns that library design consultants or
architects with library construction experience be involved in developing final plans for
the new building.
• Refund for Electronic Data Bases: The City Council approved a budget adjustment to
spend $4,000 from a refund we received from the Information Access Company for
funds expended on electronic data bases in 1994/95. The funds will be used to add
materials to the collection, including non-fiction videos.
• Coffee Cottaae: The coffee service initiated by the Friends of the Library finally
opened up. The feeling is that it will take a while for the business to grow.
Recognition of that is built into the contract with the Friends, which requires only a
minimal percent of the profits for the first few months.
