MINUTES
Call to Order: 7:02 p.m., by Chair Nancy Irwin.
Roll Call: Larry Beck, Lonn Hoklin, Nancy Irwin, and Angus McKay. Guest: Susan
Mueller. Staff: Kathy Davis and Sue Plaisance.
Minutes: McKay moved to approve minutes as corrected, seconded by Beck.
Reports: November Monthly Repo : Director advised Board Inclement Weather
Crew was not called in for wind storm, but that majority of staff were sent
home and Library remained open with minimum crew. Director noted some
residents came to the library for shelter from the storm. The City will be re-
evaluating the library's role during times of severe weather, in which some
residents find it to be a safe, dry, warm place to be. The City, along with
other Washington County cities, has been undergoing some mandated
emergency disaster preparedness training. The City brought together its
first ever EOC (Emergency Operations Center) the day of the wind storm.
Director mentioned leakage problems library has had lately. Public Works
Department will temporarily fix until affected roof sections can be replaced.
Friends of the Library: Entertainment Books are still on sale for$40 and the
Northwest Getaways is selling for $10. Have received $1,700 from the
solicitation letter so far. Reviewing by-laws. Will conduct annual meeting
to elect officers. The Friends has $5,600 available to the library. Received
a $1,000 donation from a library employee to be used for adult books on
tape.
CLAB: Regarding the capital building levy timelines, some member libraries
are questioning aspects of how funds will be equally distributed. Director
is not sure how discussions will go. Hoklin noted that it would be
unfortunate not to meet OLA standards for the purpose of expanding the
library. Hoklin posed question of how much our City understands what has
been taking place with capital building levy discussions. Director will invite
City Administrator and Finance Director to next CLAB meeting for
awareness and understanding of guidelines.
Planning Process:
Its time again to start planning and preparing the library's three-year
strategic plan. Would like to have plan in place by July 1996. Director will
form a committee consisting of library representatives, political
representatives, and citizens. The goal of the Committee is to evaluate
where the libraryis now, what has the library accomplished in the current

three-year plan, and what does the library want to accomplish in the next
three years. Director and Board reviewed details and possible meeting
schedules. Committee will also revise the library's mission statement.

Ideas and suggestions were brought up about how to accomplish these
goals from all groups involved. Board members Hoklin, McKay, and Irwin
showed interested in Committee involvement.
"Parental Permission" Issue:
Director addressed issue with Board regarding patron concerned with her
middle age son having access and photocopying certain library materials.
Director and Board discussed library's role regarding parent's determination
of what materials are appropriate for their child. Director explained the
complexity of a policy restricting use of one library item. After discussing
specific situation, Board determined that the present policy is in no need of
revision.
"Friendly Visitors" Program:
Tigard Library, in cooperation with Washington County Cooperative Library
Services, will recruit and train volunteers to go to homes of elderly and
homebound patrons for the purpose of delivering library materials and
establish conversations and friendships. Background checks will be
conducted on all volunteers. There are approximately 60 homebound
people on the waiting list. Representatives from WCCLS will work with all
volunteers. Applicants may apply by form through WCCLS.
Other Business:
Items added to upcoming agenda:
• Discussion of meeting attended by library staff regarding the use of
religious symbols in public buildings. Director will share highlights
and guidelines.
• Items for Citizen Involvement Center to be discussed by Committee
(Irwin and Lewis) and Young Adult Librarian, Sue Plaisance.

NEW RECORD! The library checked out 500,237 items during 1995, breaking half a
million for the first time!
• Leaky Roof: The library roof began leaking severely during the ice storm. Staff
had difficulty contacting the Maintenance Services on-call staff person as the "night
answer number" listed in the City phone index was incorrect. (This information
was passed on to Kathy Kaatz.) John Acker was finally contacted and he was
able to do a "quick fix" with some visquene. The leaks seem to have been related
to the 'freeze-thaw" process as there has not been a problem since the ice melted.
• Wind Storm: Kudos to several library employees who performed extra duty during
the Wind Storm of December 12: Connie Martin, who reported to I.C.C. and
assisted in the Planning Division, Sandra Thorne and Starr Wright, who remained
through the afternoon to answer phones, shelve books by flashlight and help tend
to the 30+ citizens who were seeking shelter in the library.
• Book Receipts: No more "date due slips!" The Circulation Desk now provides an
itemized receipt at every check out. These list all items checked out, the due date,
and messages on upcoming events. Customers who prefer the 'old fashioned
way" may still stamp a card to place in their book.
• Collection Agencies: Paula Walker met with Terry Tourney, Sandra Cincotta, and
Nadine Robinson to draft an RFP for collection agencies. The library will continue
to pursue using Code Enforcement to retrieve lost materials, but if that does not
work out we will use the collection agency selected.
• Friendly Visitor Program: Four volunteers have been identified. A copy of the
registration brochure is attached.
• Internet Grant: Planning continues for structuring access to the equipment that will
be purchased for Internet connectivity. The Study Room will be set aside for this

use 18 hours per week. Volunteer recruitment is in process. Tentative start-up
date will be early February. Equipment and phone lines have been ordered.
• Kenny Rogers Chicken: The Kenny Rogers Corporation has donated $250 to the
library. An additional sum may be made via the use of coupons made available
in the library. Anyone using these coupons will trigger an additional 50 cents
donation to the Friends of the Library. Thank you notes were signed by George
Burgess, Mayor Nicoli, and myself.
• Business Community: Copies of the Library Business Information brochure have
been printed and distributed to the Chamber, George Fox College MBA program,
and other sites. All new Chamber members now receive a Library Business
Information Packet.
• Tigard Teens on TV: Tualatin Valley Access filmed the library Young Adult Round
Table members at their business meeting December 20. Footage was also taken
of the Young Adult Reading Area and Homework Center. The show will air on
February 1 on channel 21 at 7pm.
• Public Facilities Holiday Displays, and the Constitution: Attended a YM
informative session on Constitutional law as it pertains to Holiday Displays and
Programs. Based on this, we will modify the kinds of decorations and programs
we offer around the "religion-based" holidays. (The library may not put up a
Christmas tree next year.)

INTERNET REGISTRATION AND CHECKOUT PROCEDURES
and
RULE ENFORCEMENT POLICY

1. Patrons attend the orientation, bringing their library card. The Library Card is required.
Z. After completing the orientation, the patron fills out a file card which is put in the file of
approved users, and gets a sticker on their card showing they have Internet access.
3. Patrons may sign up for a time either at the reference desk or by telephone. In either case,
stress that the orientation program must be completed by the time they actually use the Internet.
4. When the patron arrives for their session, they go to the Reference Desk. The librarian will
check their card to see if they have the Internet access sticker. Patrons without a card or whose
card lacks a sticker will not have Internet access. If they have a stickered card, the librarian will
check out an computer card to the patron. This card entitles them to use one of the Internet
computers. The patron will then take this card to the Internet monitor, who will take it and let
them use the assigned machine.
5. If the monitor sees inappropriate behavior, they shall immediately stop the patron and inform
the reference librarian. The librarian will remove the patrons internet sticker from their card; mark
their file card as"Access Denied" and put a block on the patrons library card.
