Agenda items for future meetings: hAdocs\connie\Iib-a TIGARD LIBRARY BOARD June 13, 1996 MINUTES 7:00 to 7:45 p.m. Liz Newton, Assistant City Administrator, conducted Ethics training for the Library Board. Newton handed out the Oregon Governmental Standards and Practices Law Training Manual and answered questions. Call to Order: 7:46 p.m., by Vice-Chair Lonn Hoklin. Roll Call: Larry Beck, Shannon Busch, Lonn Hoklin, and Angus McKay. Staff: Kathy Davis. Minutes: McKay moved to approve May minutes as presented, seconded by Beck. Motion passed unanimously. Reports: May Monthly Report: Circulation was up 13.5 percent. This month was the fourth month this fiscal year that increases have exceeded 10 percent compared to fiscal year 94/95 where increases remained below 10 percent the entire 12 months. The Internet Room is now available 18 hours per week. The Internet Committee has evaluated use patterns and taken comments from Internet monitors to find a schedule to accommodate more users while still retaining the room for meetings. Intergovernmental Agreement with Metzger Park for the Recreational Round-Up program will be put on hold until next summer due to fee discussions and the lack of locating qualified instructors. The Spring Library Business Information brochure has been mailed to local businesses. This brochure gives the latest hot titles and miscellaneous business information. Tigard Times wrote up article on the Library's Friendly Visitors program. Still working out sign-up procedures. Children's Summer Reading Program is underway revolving around an Olympic theme. Young Adult Reading Program's theme is Great Adventures. Prizes have been donated by several local businesses again this year. Volunteer hours were up. Friends of the Library: Susan Mueller reported the Saturday morning booksales have started up again in conjunction with the Farmer's Market. Donation bookdrop is now ready to receive donations. It is set up at the Niche building. Fiscal year end receipts came close to $11,000. They received over $4,000 from book sales and the Friends gave the library over $5,000 for projects. CLAB: Director gave brief overview of why an additional committee was formed to come up with the formula where all 13 participating libraries could receive a fair distribution of funds from the Capital Improvements Levy. Director passed out the Capital Construction Fund Distribution $125/$160 formula table for each library and reviewed with Board in great detail. The formula was derived from two basic needs: the percentage of customers outside each library's base service area and how much money is needed for each library to reach the standard square footage per OLA standards. Board made comments to format of handout and asked several questions. Discussion continued. Director noted that all City Administrators and library representatives will meet to discuss the new formula. Construction Levy: Discussed under CLAB report. Amber Foods Building: An offer has been made on the building and the City has been contacted regarding an agreement to use the building as a tenant. This building is still a viable option for the future location of a City department. Other Business: Mara Sani, Senior Librarian, made corrections and updates to the Collection Development Policy for Library Board approval. Changes were made to the overview and mission statement. Busch moved to table the approval of the Library's Collection Development Policy until the July meeting, seconded by McKay. Motion passed unanimously. AdJournmen : 9:00 p.m. h:\docs\r,onnie\brdmin.doc MEMORANDUM TIGARD PUBLIC LIBRARY TO: Bill Monahan, City Administrator FROM: Kathy Director of Libra Service Davis, Library DATE: July 8, 1996 SUBJECT: Monthly Report, June 1996 Library use took an unexpected downturn in June that correlated directly with the advent of sunny weather. Customer visits were down 11 percent compared to June 1995. Attendance at children's summer reading events and registration for the summer program are up from 1995 however, so I anticipate overall library use will rebound at a healthy rate in July. • The Library Web Page is "up" and available at http://www.ci.tigard.or.us/tplmain.htm. The first step in creating a City-wide web site has been completed. The mission of the site will establish a "base level" of expectation for each department to provide on-line information about what services are available and who to contact. Departments may exceed this minimum expectation if resources are available. 1,088 new items were added to the library in June. 1,048 had to be removed to make space. This is a serious issue which we will need to contend with through the addition of space-saving furnishings and display units until more square footage is available. 20 new reference products were added in the CD Rom format. We are hoping to be able to eliminate one entire nine foot bookcase by replacing paper copy resources with electronic ones. • Reading Programs Both Teen and Children's Summer Reading Programs are showing registration exceeding that of 1995 by the same date. The special event scheduled on June 27 drew more than 325 attendees! • Adult Programs: A financial investment class was held in June. July t4rough September the following classes will be offered, highlighting library resources: Tombs of China lecture presented by the Portland Art Museum; "How to Purchase a Computer," presented by the Portland Computer Center; "How to Purchase a Home." These programs are all free and conducted by experts from the greater Tigard area. • Resignation: Jack Schwab resigned from the Library Board as he is moving out of the area. Volunteers: Added 10 more volunteers this month.
