Roll Call: Marilyn Hartzell, Chris Lewis, Jeri Cundiff, Nancy Irwin, Carl Kostol, and Yvonne Burgess. Staff: Kathy Davis. Guest: Bill Monahan, City Administrator. Board introduced themselves to City Administrator. Monahan spoke of his background and how he came to the City. Mints: Two corrections were noted. Cundiff moved to approve minutes as corrected, seconded by Burgess. Reports: February Monthly Report - The Library, along with Police Department representatives has produced a video which highlights various service areas. This video will air during Library Week and can also be viewed on cable access t.v. Director indicated the homeless patrons taking refuge in the library has not been an issue. The library does not have specific guidelines for this situation. Director and library staff are now monitoring the situation and the City is cooperating with shelter providers. So far, placing non-fiction videos at the ends of non-fiction book shelves has increased their circulation. Director will receive statistical information at the end of the month. Writer's Workshop was great success and many attendees expressed support of future activities. Friends of the Library: Have received $1,400 for sale of Entertainment and NW Getaways Books. Received$250 in gifts, $200 in used book sales, and treasurer wrote $5,829.20 in checks for approved projects. The idea of finding a location for the ongoing sale of used books has become less of a possibility. Other ideas were discussed. C.L.A.B.: A couple of issues for CLAB's consideration is the review of the WCCLS contract consisting of the rights and responsibilities for use of the WILI System as a cooperative member and the review of the Makewhole Provision Reimbursement Formula (dispersement of overflow funds collected by County residents). A Reimbursement Formula Subcommittee is reviewing alternative ways of dispersing these extra funds. In addition, an ongoing issue is the idea of General Obligation Bonds to pay for library construction. Still in discussion stages. CLAS has tabulated all participating library concerns and will review one at a time, going back to each library for agreement. Only if all participating libraries are not in agreement, will idea of General Obligation Bonds cease. Meeting With Council: Director and Board discussed which Board member will contact which Council member and appropriate times for library tour. As there are three new Budget Committee members, the Board has also included them in the tour. Ust consists of: Burgess - Jim Nicoli Irwin - Bob Rohlf Lewis - Paul Hunt Hoklin - Suzanne Beardsley Hartzell - Wendy Hawley Cundiff - Craig Dirksen Kostol - Ken Scheckla Farmers Market Use of City Parking Lot: City Administrator gave brief background on the issue of parking. Monahan and Director met with two Farmers Market representatives to review site locations. A counter proposal was put forth to use the Water Building with overflow parking at the Niche and City parking lots. Some concerns were raised by Market members. Administrator highlighted pros for using Water Building as opposed to other sites. Nothing has been decided yet. Vehicle counts in the City and Ubrary parking lots will take place every Saturday between now and June. Library Use Guidelines: Director presented outdated Library Use Guidelines. Ideas were discussed and reviewed. Director will bring examples of other library use guidelines back to Board for review and discussion. Library In-Service Day: The library will be closing on Friday, May 12 for our annual in-service day. This years agenda will include the following: • Overview of library goals and long-range plan. • Brief presentations on major projects from each division. • Question and answer time. • Guest presentation on Marketing the Library plus development of an action plan. • Workplace safety discussion. • Special training (ex: CD Rom, Internet) and individual projects in the afternoon. Library customers will be notified via Cityscape as well as in-house. Farmers Market Parkino: The market will use Water Building parking this summer. The Friend's of the Library will schedule booksales out of the Niche garage to coincide with their Saturday events. Library Walk-Through: Library staff and Board members worked together to escort Councilors and new Budget Committee members through the library. Issues and services that appeared to generate the most interest included space and electronic media. We will include these issues on the agenda when the Council and Board meet formally. Internet Accounts: • Fourteen library staff members now have Internet e-mail addresses and are actively learning how to use this amazing information resource. If possible, we will be installing at least one stand-alone Internet access terminal in the next two months to allow public Internet access.
