WCCLS Contract e TMARD TIGARD LIBRARY BOARD pUBLICLIBRArf Phone 639-9511 12568 SW Main*Tigard, Or. 97223 MINUTES May 10, 1982 Call to Order The regular meeting of the Tigard Library Board was called to and Roll Call order at 7:05 PM, May 10, 1982, by Chairman Walt Munhall. Excused: Dick Bendixsen; absent: Jean Carlisle. Chairman Munhall welcomed newly appointed member Dorene Thomas Reports Minutes of the previous meeting were approved as distributed. Monthly report was reviewed by Librarian and Board members. Board Vacancy Jean Carlisle has announced that she does not wish to be re- appointed when her term ends June 30. Members are urged to seek applicants. Walt Munhall announced that he will seek re- appointment to begin July 1. Budget FY1982-83 Librarian and Board Chairman reported that the Library budget, FY1982-83, was approved by the budget committee as proposed. Revision of Overdue Assistant Librarian, George Anne Clingan, presented a request System to revise the schedule of charges for lost or damaged materials. The change will establish a standard price for specific cate- gories instead of Books in Print prices plus a service charge. No charges will be made for paperback books except non-fiction. Most paperbacks are donations and the cost for processing charges on fiction paperbacks does not justify itself. Motion Jim Sidey moved that the new schedule be adopted. Motion was seconded and passed unanimously. Library Lease Librarian reported that the new lease for the library had been signed by Mr. Sorg and will go to Council. Beginning July 1, 1982, the rent will increase from $550 to $1,200 a month. There is an option at the same rate for 1983-84 and an option for 1984- 85, to be adjusted by the CPI. Civic Center Program Chairman Munhall opened the discussion by acknowledging the co- operation of the architect, the city administrator and the civic center committee in carrying through the planning process for the civic center complex. Discussion concerned various strategies to gain voter support for the bond measure on June 29. Madalyn Utz outlined plans being made by the Friends of the Library building committee to promote the civic center project. She also announced that the Friends of the Library will have a "Book and Bake" sale June 12. The Board decided to write a letter to the Tigard Times in support of the civic center. Meeting adjourned at 8:30 PM. Respectfully submitted, /AZ,0� 4;�-Zz Irene Ertell City Librarian TIORD LIBRAIrf PUBLICPhone 639-9511 12568 SW Main-Tigard, Or. 97223 Monthly Report, May 1982 TO: LIBRARY BOARD CITY COUNCIL FROM: CITY LIBRARIAN WCCLS Contract, 1982-83: Librarian and Administrative Assistant Joy Martin attended city managers/librarians meeting on May 20, at which time final adjustments were made in the serial levy contract for FY1982-83. Copies have been received by the city for signature. WCCLS Proposed Levy, 1983: The professional board of WCCLS is planning for a new serial levy to go on the ballot in the spring of 1983 to begin July 1, 1984. (Present levy expires June 30, 1984. ) This was discussed at the city managers/librarians meeting on May 20, and at the WCCLS network meeting on May 27. There is considerable concern over the formula for dispersing the funds. One point of consensus seems to be that the total circulation of each city library should be used rather than the current use of percentage of out-of-town service. A special committee was appointed to consider the standarcization of circulation procedures. Their report will be presented at a future meeting of the WCCLS professional board. All libraries are presently doing a five-year budget projection through FY 1986-87. These figures will be used in planning for the next serial levy. Volunteers: Fourteen volunteers worked a total of 152.5 hours, a daily average of 6.3. (A schedule of events is attached). Canterbury Day Care has requested a scheduled time to visit the library. This is the second day care group to use the library on a regular basis. After the initial welcome and orientation, each group is responsible for its own programming, story telling, etc. Thirty-five new books were added. Excused: Jim Sidey, Madalyn Utz. Minutes Minutes for the previous meeting were approved as distributed. Monthly Report Librarian reviewed the report for May, discussing in particular a five-year budget projection being prepared for WCCLS. The projection will be used to prepare a new serial levy to run 1984-85 through 1986-87. Open House Vince Mataresse reviewed plans for the library open house on June 19. Flyers have been distributed and publicity in the newspaper has been sent in. Walt Munhall reported that he had made arrangements for food and music. Civic Center Walt Munhall reported that he had met with committee members and Tigard Times staff. The Times is planning a series of articles on the civic center prior to the bond election. It ' was reported that speakers were visiting various groups. The survey forms and brochures are also being distributed. The Board reviewed a letter to be sent to the Tigard Times from the Library Board in support of the civic center. Walt Munhall will rework the draft and mail it to the Times for publication. Book Bake Sale It was reported that the Friends of the Library� P Y bake and book sale netted $335. Members suggested that future scheduling be in May, so as to avoid conflict with Rose parade. Suspension of Meetings By consensus, the Board decided not to hold a regular meeting in August. Meeting adjourned at 8:10 PM.
