Call to Order The regular meeting of the Tigard Library Board was called to
and Roll Call: order by Chairman pro tem Jean Carlisle, at 7:1OPM, July 13, 1981.
Excused: Dick Bendixsen, Walt Munhall and Jim Sidey.
Guest: Betsy Chick.
Elect New It was announced that Betsy Chick was retiring from the Board
Chairman after serving two terms, as defined in the City of Tigard ordinance.
Since there was no quorum, the item will be placed on the August
agenda.
Reports: Minutes of the previous meeting were approved as circulated.
Librarian reviewed monthly report for June. There was discussion
on the RAIN ballot which was defeated June 30. Members felt that
the information given to voters was deficient regarding the low
cost to each household (15c per $1,000) and the fact that the levy
was only for one year.
Madalyn Utz, Friends of the Library Committee, reported the success
of the June 6 Book and Bake sale. The committee has not met since
that time.
New Business: There was discussion regarding the feasibility of holding a public
meeting at one of the regular board meetings to solicit input from
the community regarding the library's services. Terri Zagone
offered to help Librarian construct a community survey to pinpoint
areas of concern, so that an annual meeting could be planned around
specific areas and solicit beneficial input from the community. It
was decided to wait for this information before setting a specific
date.
Information Items: Librarian reported that HB2679, confidentiality of library records,
passed both houses of the legislature and will be signed. Librarian
did not have information on HB2823, creation of special tax districts
for libraries.
Meeting adjourned at 7:55PM.

SUBJECT: MONTHLY REPORT, July 1981
1. Administration:
a. On July 13, Librarian and one staff member picked up approximately 100 books
which the Oregon State Library was giving away to libraries able to get to Salem. The
State Library was dispersing its fiction collection. This is a valuable addition of
classics and out-of-print favorites to our fiction collection.
b. Library Board held its regular meeting on July 13. Minutes are attached.
c. Librarian attended a workshop on July 17, entitled "The Supervisor's Authority:
Using Power Effectively." The workshop was sponsored by Oregon State University as part
of the Endeavors for Excellence series.
d. Librarian attended network meeting of Washington County Cooperative Library
Services on July 30. Of interest: Storer Cable TV will probably be awarded the franchise for
Washington County. There will be an institutional channel. Libraries will receive
free drops and an educational terminal to interact with private homes. There will be
four public access studios for program productions. Each library will have to buy its
own television set but there will be no hook-up charge or subscription fee.
2. Personnel:
a. Volunteer hours totaled 129 for a daily average of, 6 hours. Volunteer hours for
1980-81 totaled 2085.
b. George Anne Clingan, Assistant Librarian for Reference, began work on July 20.
She is a permanent part-time employee.

5. Children's Services Report - John Henshell:
Our Castles and Dragons summer reading program got into full swing in July. Circulation
boomed during -registration, and remained high in July. 155 children signed up for the program.
26 have already completed the program, and their "Castle Forms" (lists of books read) are on
display in the library.
A unique program held on July 30 was very successful. All children who had already
completed the summer program (read 10 books) were invited to a special presentation of
new books -- about 50 or 60. Children attending the "book talk/medicine show" checked
out nearly all of the books shown.
A lot of planning has been done for the Tigard TOWN & COUNTY DAYS parade (August 1).
A large dragon float will be entered, and children will come dressed in costumes having
to do with Castles and Dragons.
