Call to Order 7:05 PM.
Roll Call Walt Munhall, Jim Sidey, Vince Matarrese, Susan Mueller,
Dorene Thomas; library staff - Irene Ertell, Karrin Hawes,
Bobby White.
Absent: Dick Bendixsen, Madalyn Utz.
Minutes The minutes of the September Library Board were approved with
no corrections or additions.
Monthly Report The Librarian reviewed the monthly report for September. There
was particular discussion concerning the condition of the building
and recent flooding from upstairs. Librarian reported that the
building owner had had the carpet cleaned and replaced the ceiling
tile. However, the offending plumbing has not been removed nor
has the electrical wiring been inspected. Librarian also reported
on the long-range plan being developed by the Washington County
Cooperative Services (WCCLS) staff and public librarians, indi-
cating that there is disagreement over some of the ways of planning
for county-wide growth for autonomous public libraries, as well
as poor definitions for WCCLS components.
Circulation Policy Board members briefly discussed the proposed circulation policy,
making no changes other than those made at the previous meeting..
Motion Jim Sidey moved that the circulation policy be adopted. The motion
was seconded and passed.
Five-Year Financial Plan The Board reviewed the draft of the city's preliminary 5-year
financial plan and cut-back options. Of special interest were
the three "scenarios" projecting cut-back positions. Discussion
focused on ballot measure 3 (the 1z% limitation) and its impact
on library services. By concensus, it was decided that the Board
chairman should contact the City Administrator urging that the
City Council make a public statement regarding measure 3. The
Board Chairman would also contact the WCCLS Citizens Advisory
Board urging the same and write a letter to the Tigard Times
voicing the Library Board's opposition to the measure.
Survey The Board discussed the value and feasibility of a survey to
determine the public interest and support for the library and a
building program. It was decided that Jim Sidey and the Librarian
would work on a set of questions for a survey and present them at
the next Board meeting.
Space Needs The Board Chairman gave a brief summary of the October 4 joint
meeting with the City Council. At that meeting the City Council
expressed its concern for the space needs of all city departments
and directed the City Administrator to report on available lease
space within two months. The Library Board will work with the
city toward a Civic Center plan for another year, after which
they will have Council support to pursue separate options. The
critical parking problem was raised. The Librarian will explore

possibly "borrowing" space from A-Boy West next to Fanno Creek.
Selection Policy Chairman requested that all members review the library's selection
policy and be prepared to revise and adopt changes in the policy
or to reaffirm the present policy.
Chairman invited Jerry Greco, candidate for Mayor, to address
the Board. Greco outlined his platform and in discussion with
the Board explored specific library problems.

Water Damage: The damage from the September 10 incident has been taken care of. The
carpet was cleaned and the ceiling was replaced by the owner. The owner's insurance
paid for the damaged books and staff overtime for clean-up. The City Building Inspector
is following up on the owner's promise to remove the extra installations which over-
loaded the plumbing system.
Circulation: There has been a downturn in the daily average circuldion for October.
Probable cause is the adjacent street realignment with the resulting lost parking.
However, it is already safer to get in and out of the available parking.
Give-A-Book: The Give-A-Book program has resulted in 12 donations so far. New promotional
materials will be published in November to continue encouraging participation. The program
has also elicited general donations.
Fire Alarm System: In response to the discovery of the poor condition of the wiring in the
building, inquiries are being made for putting in an alarm system. Several local firms are
making proposals and Police Sergeant Martin will be advising on appropriate plans.
WCCLS: The Librarian met with Donna Selle, Coordinator for Washington County Cooperative
Library Services (WCCLS), and Susan Hardie, Tualatin City Librarian, to discuss the pro-
posed long range plan for WCCLS. Concerns about "typing" libraries according to service
levels and opening additional outlets in unincorporated areas were primarily discussed.
These same concerns were voiced at a meeting of the city and community librarians the next
day. It was agreed that further discussion should be delayed until after the November 2
election which would decide whether or not a 12% tax limitation would be imposed.
The professional board meeting for October was cancelled.
Volunteers: Volunteers worked a total of 187 hours; daily average 8.5.

Youth Services: John Henshell
On October 2, the Library participated in Tigard Community Youth Services' Parent's Fair
at Fowler Junior High School. We displayed books on parenting and related subjects as
well as pamphlets, brochures and .TYPELINE. The display was well received and established
a relationship with TCYS.
Halloween programs were presented during the last two storytimes and for Start Right pre-
school. The Associate Librarian participated as a story teller at the Washington Park Zoo
"Sugar-Free Halloween" program on October 31.
Outreach Service: John Henshell
Large Print books were ordered. We are using the Eagles generous $100.00 gift to purchase
the first seven volumes of the popular "Wagons West" series.
The Associate Librarian attended "Workshop on Aging: Strategies for Working Effectively
with Elderly Patrons" on October 29, at Fort Vancouver Regional Library. Dr. Geri Burdman,
Ph.D. , Lecturer, University of Washington School of Nursing, did a presentation on elderly
people, and outreach librarians from Washington and Oregon shared problems and ideas.
