TIGARD LIBRARY BOARD MINUTES
June 11, 1984
CALL TO ORDER: 7:10
ROLL CALL: Walt Munhall, Peggy Ober, Dick Bendixson, Susan Mueller, Jane
Miller, Dorene Thomas. Absent: Madalyn Utz

MINUTES: Minutes of the April meeting were approved. Minutes of the
special meeting held May 21 were approved.
MONTHLY
REPORT: Librarian reviewed the report and indicated two changes to be
noted concerning the cut-back. John Henshell's last day was
changed from June 20 to June 30 in order for him to prepare book
orders and the summer reading program. The hours open to the
public were changed from 20 hours to 22 hours.
Walt Munhall reported that he and the City Administrator, Bob
Jean, spoke about dividing the one year serial levy into three
portions for three years and saving the money from the Tigard
budget for future years. Discussion ensued covering various
problems and concerns with this course of action.
Susan Mueller questioned the article in the June 11, 1984
Oregonian that interviewed Dorothy Shaver of Beaverton City
Library, who stated that Tigard is now charging $45 for an
out-of-city library card. It was noted by the Librarian that
Tigard still only charges $10 and the charge would be raised to
$36 if the June 26th levy fails.
The Board discussed tactics that will be used to get the vote out
on June 26th.
The Board discussed the Youth Services report concerning the
Summer Reading Program. Members questioned whether volunteers
can help and to what degree if the levy fails.
FRIENDS OF THE
LIBRARY REPORT:
Susan Mueller reported that the Library levy slated for the
ballot June 26th was supported and promoted by the Friends of the
Library. A check to People for Libraries was recently sent in to
help support the campaign. Various activities are being planned
for fund-raising for the new building: a Fun Run with the
possibility of a free Nike Shirt for participants; using a U-Haul
for books during the Tigard Town and Country Days. Terri Zagone
spoke at the Friends of the Library meeting on June 4.
CIVIC CENTER
ADVISORY COMMITTEE:
Valerie Johnson, Chairman of the Civic Center Advisory Committee,
was introduced and spoke to the Board. Walt Munhall asked if the
committee would reconsider their selection of finalists among the
architects and include Saul Zaik and Ralph Appleman in the final
competition as a courtesy. The Board reached a consensus on the
above request to the committee. Discussion followed between the
Board and Johnson concerning the selection process and the Tigard
political scene. The main concern of the Board was to ensure an
excellent design for the new Library space. It was noted that
re-opening the issue of the selection of architects in the final
competition might alienate citizens and divert energies from the
design process. Walt Munhall then asked Valerie Johnson to
extend the time-line that the committee and architects are
working with to allow adequate time for each phase of the
project. Johnson noted that the committee will address that
issue after input from the architects. Discussion followed of
the five architects on the finalists list and of the Library
building criteria. Square footage and space needs were stressed
as being of first importance. Johnson expressed appreciation of
Library Board sharing its concerns with the Civic Center Advisory
Committee.
CIRCULATION
POLICY: Discussion of the circulation policy was postponed until after
the June 26th levy.
