We will need to discuss what we want to do about summer reading participation and card fees in the event that WCCLS isn't funded for 1985-86. Should the children who sign up for summer reading in June and living in the unincorporated area be allowed to check out books after July 1? There are various aspects to be considered regarding monitoring use of certain "W" cards. Should voteless children be penalized? How much should we charge for a card? Should it be 100% of cost or marginal? TMARD LIBRARY KJBLIC Phone 639-9511 12568 SW Main-Tigard, Or. 97223 MINUTES TIGARD LIBRARY BOARD April 8, 1985 Call to Order 7:05 Roll Call Dick Bendixsen, Sue Carver, Jane Miller, Susan Mueller, Walt Munhall, Peggy Ober. Excused: Dorene Thomas. Guests: Yvonne Burgess, Madalyn Utz, Karrin Hawes, Bobby White, George Anne Miller. Reports Minutes of the previous meeting were approved as written. Monthly report was reviewed briefly by Librarian. There was some discussion concerning the current budget process. Members were urged to attend April 23 meeting. (Meeting later canceled and rescheduled for May 1.) Friends of the Library report was given by Susan Mueller. She reviewed the progress on preparing for the rummage sale to be held April 12, 13 and 14, urging members to get their donations in early. She also reported that volunteers would soon begin addressing envelopes to library users soliciting funds for new furniture. Walt Munhall announced that the Tigard Art Club had formally presented a painting (still in progress) to the City to be hung in the new library. The painting depicts early Tigard Main Street with a composite of buildings which were on Main Street one time or another. Mary Spies Mary Spies, Lee Loveland Associates, presented a furnishings (Lee Loveland floor plan along with suggested types of furnishings and colors Associates) for upholstery, shelving and carpets. Discussion centered mainly on the lounge chairs and study chairs. The concensus was to look at some different lounge chairs that had less upholstery and to consider more contemporary study chairs to match the tables. It was also requested that less expen- sive pieces be used in any plan. The color scheme was con- sidered appropriate. WCCLS Librarian reported on meeting with City Managers on April 5 (following defeat of WCCLS levy March 26) . This group voted to recommend to the Citizens Advisory Board a $2.4 million (for the first year) fixed rate levy for three years. No concensus was reached on whether to hold the election in May or June. On April 6, the Citizens Advisory Board met and recommended a June election for a fixed rate levy equivalent to $2.4 million in the first year, for three years. Civic Center Update Susan Mueller reported that the City Council would be asking for bids at its meeting that same evening (April 8) . She reported that the Civic Center Committee was satisfied with possible deductive items and the contingency fund. LSCA Librarian and Board Chairman reported briefly on City Council decision not to pursue grant for furnishings oft extra square footage through the Library Services and Construction Act at this time. Letters to Legis- Librarian distributed information from latest Oregon Library lators & Congress Association newsletter on who to write in the State Legislature and U.S. Congress concerning the threat of no federal funding for libraries.
